Summary

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a Program Analyst, Position Description D1832000 and is part of the Georgia Air National Guard located in Garden City, Georgia.

This is a full-time, Permanent Excepted position which requires Georgia Air National Guard Membership.

Duties

As an Program Analyst, GS-0343-11, you will:

Be responsible for acceptance and certification of communications-electronics (C-E) systems and implementation of quality and reliability plans for assigned C-E systems. Develop sampling plans and procedures for monitoring product certification decisions. Independently evaluate the effectiveness of substantive unit programs and processes in meeting their established goals and objectives. Analyze evaluation results on both a quantitative and qualitative basis to provide concise and objective information to identify mission strengths and weaknesses. Develop recommendations to correct deficiencies or suggest program or process improvements for the organization. Plan and design procedures to improve product and service quality.

Evaluate mission effectiveness. Develop and administer a system of internal audits, evaluations, and checklists designed to ensure conformance with group and squadron mission. Use standardized and locally developed evaluation programs and processes, responsible for planning and accomplishment of scheduled and unscheduled managerial, personnel, technical and special evaluations. Collectively evaluate management effectiveness, performance and technical proficiency of assigned personnel, equipment, and systems condition. Coordinate and/or conduct management studies of organization, staffing, work measurement, methods, or procedures. Monitor all unit standardization/evaluation type programs ensuring adherence to all requirements defined in USAF, ANG, and Joint publications or other applicable directives. Be responsible for ensuring military duty position standards are current and used. Identify or create metrics and measure progress toward accomplishment of unit plans, programs, goals, and objectives.

Utilize comprehensive knowledge of implemented programs and their interrelationships to apply statistical analysis techniques to measure progress, efficiency, and trends impacting the effectiveness of the organization to meet the organizational goals and objectives. Perform cost-benefit and task analysis to seek more efficient and effective means and methods to achieve desired results. Develop life cycle cost analyses on all organizational projected programs and systems for new and/or future missions.

Interpret a variety of technical requirements making independent judgments to determine organizational compliance with applicable regulations, procedures and practices. Provide organization management with factual, objective assessments of the unit's ability to perform the mission. Analyze, validate, and identify ways to improve the mission, function, and activities of the organization. Provide management officials with information needed for effective direction of programs to include reports identifying limiting factors, program management opportunities, and availability of operable mission equipment.

Advise employees, supervisors, and managers on the evaluation of basic program policies, regulatory requirements, and procedures. If no output quantity or quality criterion exists, recommend establishment of these requirements. Develop baseline for use in measuring and analyzing organizational productivity or effectiveness.

Provide the commander and supervisors with factual, objective assessments of a section's ability to perform the mission and develop recommendations for needed improvements. Be responsible for any required process improvement teams to help develop recommendations to improve methods or processes.

Develop process, management, administrative, and technical evaluation plans for implementation by managers. Note deficiencies, identify necessary resources, and recommend corrective action. Review workload requirements to ascertain areas where procedures can be combined, distributed, or simplified to increase productivity, efficiency, or effectiveness and is able to utilize centralized planning and decentralized execution of mission objectives.

Recommend internal reporting and status tracking procedures to ensure adequate control in terms of deadlines, progress reports, and follow-up reports. Manage the evaluation program to ensure required actions are tracked and completed.

Conduct studies to ensure ground industrial safety, fire prevention and security standards are being followed. Make recommendations, review responses and ensure that corrective actions are performed. Ensure all work centers are following all applicable safety practices according to applicable regulations; fire safety practices, to include fire extinguisher sign off forms and training are being kept up to date and properly documented; and that building security measures are being followed according to the applicable Force Protection condition. Routinely conduct safety studies, in order to track violations and on the job injuries, to maintain the safest work environment possible.

  • NATIONAL GUARD MEMBERSHIP IS REQUIRED.
  • This is an Excepted Service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • Must be able to obtain and maintain the appropriate security clearance of the position.
  • May occasionally be required to work other than normal duty hours; overtime may be required.

General Experience: Experience, education, or training in administrative, professional, investigative, technical or other responsible work which demonstrates analytical ability and a practical and theoretical knowledge of the functions, processes and principles of management. Experience using computer and automation systems.

Specialized Experience: Must have at least 36 months experience which provided a detailed knowledge of the National Guard organizational structures, functions, procedures and techniques. Experience analyzing and interpreting policies and the procedures of higher headquarters/management as to applicability to current policies. Experience presenting and discussing complex matters in a clear and convincing manner. Experience in communicating with people from various backgrounds and circumstances.
