In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule General Schedule Administrative and Management Positions, Management and Program Analysis Series 0343
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes mastery knowledge of planning, programming, and budgeting regulations, guidelines, and processes as related to Planning, Programming, Budgeting, and Execution (PPBE) and strategy, planning, and programming processes; knowledge of major strategy, planning, and programming issues, .program goals and objectives, the sequence and timing of key events and milestones, roles of Major Commands, Combatant Commands, Air and Space Staff directorates, and methods of evaluating the effectiveness of strategic plan actions as related to actual events. Mastery knowledge and skill in applying analytical and evaluative methods and techniques to integrate research data into informed decision-making recommendations; skill in designing or developing new or improved work methods, management processes and/or program effectiveness and/or organizational productivity procedures. Extensive knowledge of Major Commands, Combatant Commands, Air and Space Staff, PPBE structure, partner organizations, and department of defense (DoD) entities involved in building and defending the long-term strategic plans and program. Knowledge of structure and coordination layers required for Department of Air Force, other Services, and OSD processes to include requirements and timelines of all senior leader formal inquiry responses. Knowledge of the appropriate systems, format, and process to respond to Requests for Information, Questions for the Record, Congressional Reports and the National Defense Authorization Process.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Mastery knowledge on formal staff correspondence and task process as dictated by Headquarters, an ability to anticipate taskers and Requests for Information, answer Questions for the Record, review and edit all responses.
- Mastery knowledge on the ability to create or apply procedures, requirements, regulations, and policies related to specialized expertise in the work of the directorate, including the ability to maintain credibility with others on technical matters.
- Ability to plan, organize, analyze, establish work related priorities, and resolve organizational staff coordination challenges throughout staff. Ability to adjust work related priorities for the organization to meet senior leader deadlines.
- Ability to communicate clearly and effectively both orally and in writing.
- Ability to work collaboratively with internal and external organizations, including administrative support and technical functional specialists.
- Mastery knowledge of the Headquarters Air Force Task Management Tool and Air Staff task coordination and integration process.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
