This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Supervision/Management" work category are at the "Senior" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of complex methodologies and all technical aspects of the program's mission in order to monitor the other specialists for quality, accuracy, precision, innovativeness, and timeliness so as to recommend procedural, policy, and technical improvements regarding program operations, and to serve as the program technical expert in dealing with the military services and other U.S. Government agencies. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Knowledge of existing and projected JSTP training doctrine, policy, plans, concepts, techniques, and procedures. Knowledge and extensive management experience within the JSTP to equip/enable the individual in reaching difficult decisions regarding the development of new methods, approaches and procedures, to meet continuing changes and conflicting/competing requirements.
- Knowledge of methodologies for performance development, testing, and evaluation. Knowledge of personnel recovery and crisis support operations.
- Ability to communicate orally and present technical briefings to high-level government and non-government management officials. Ability to coordinate efforts between multiple organizational elements and intra government agency efforts.
- Ability to gather, assemble, and analyze project information and draw conclusions and recommend solutions to identified problems through extensive knowledge and of the JSTP interactive courseware process. Ability to analyze and synthesize complex JSTP related research, training, and operations outcomes into finished products and policy documents.
- Knowledge of the standard instructional development and training methodology to effectively liaison with the JSTP schools.
- Knowledge of and working experience with the sensitive compartmented programs designated to support the JSTP. Knowledge of general budgetary practices, procedures, and guidelines for financial planning and POM budget submissions and basic contracting practices.
CONDITIONS OF EMPLOYMENT CONTINUED:
- Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
