Duties

The primary purpose of this position is: to serve as Air Force lead agent for the National Search and Rescue Satellite Aided tracking program (SARSAT) and First Air Force (Air Forces Northern) command level senior program manager with responsibility for analyzing, developing, organizing, coordination, and executing SAR system upgrades and interfaces between the national program and the operational rescue community.

  • Serves as USAF lead agent, command project officer, and subject matter expert for all matters related to SARSAT evolution, upgrades, interaction and operations.
  • Acts as Air Force Rescue Coordination Center (AFRCC) assistant director in support of the JFACC/CFACC mission for the USNORTHCOM Commander.
  • Represents the USAF and command in national, international, and local meetings with regard to Rescue Coordination Center (RCC) operations and planning activities.
  • Serves as the Unit Reserve coordinator and primary point of contact between Individual Mobilization Augmentees (IMAs), commander, 1AF CCS, Langley Det 8 and Base IMA administrator.
  • Prepares and delivers written and oral presentation such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial maters, and convey information relative to proposed changes in operations.

  • Air Operations Center (AOC) and JPRC experience is highly desired.
  • Travel by military or commercial air to conferences, meetings, or other functions away from the duty site is required.
  • Top Secret (TS>SCI) Clearance is required.
  • Performs 24/7 "on call" status to support changes in current and short notice operations.
  • This is a drug testing designated position. The incumbent is subject to random testing for drug use.

Qualifications

Conditions of Employment Continued:
  • This position is a "Key" position. It cannot be vacated during a national emergency or mobilization without impairing the capability of the organization to- function effectively. Unless an alternate can be designated to perform the duties of this position during wartime, the incumbent of this "Key" position must be screened from military recall status.
  • This position requires gaining and maintaining certification as an Air Force Rescue Coordination Center (AFRCC) SAR Controller/Watch supervisor and completion of the USAF Inland Search Planning Course if not already a graduate.
  • The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization is without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Read Reserve and can not become a member of the Ready Reserve.(IAW: DoDD 1200.7. "Screening the Ready Reserve.")
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions-Miscellaneous Administration & Program (0301).

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-13 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or public sector). My experience includes expert knowledge of SAR operations, plus a thorough understanding the interrelationship involved in the SARSAT program including comprehensive knowledge of the range of international, national policies, regulations, and precedents applicable to the administration of the SARSAT program. in depth knowledge of agency program goal and objectives, the sequence and timing of key program events and milestones, and methods of evaluating the worth of program accomplishments in order to serve as AF lead agent. Command project officer, and subject matter expert for all matters related to SARSAT evolution, upgrades, interaction and operations; Expert knowledge of relationships with other programs and key administrative support functions within the JPRC, AFR.CC, NOAA, USCG, and NASA is critical to Conducting effective, national level rescue operations in direct support of exercises, contingencies operations, and other vital national objectives. This may include evaluating the content of new or modified legislation for projected impact upon the agency's programs or resources; Mastery of advanced management and organizational principles and practices along with a comprehensive knowledge of planning, programming, guidelines and processes, and thorough knowledge of the command's facilities planning, acquisition, and management process to prepare long-range (5 year) and short-range planning guidance in accordance with broad agency program policies and objectives. Develops resource (staffing and funding) guidance for rescue center activities, and performs continuous appraisal of the utilization of command resources in accomplishing program objectives and goals.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Extensive current knowledge of the operational and technical aspects of the US National SAR.SAT including its integrations into USMCC, RCC, JPRC Operations and Air and Space Operations Center.
  2. Extensive current knowledge and experience in executing Command and Control of aeronautical SAR assets in a catastrophic incident SAR scenario, including coordination at the international, national, state and local levels. knowledge and operational experience on a wide range of methods used to plan, coordinate and execute SAR operations in direct support of international conventions, Ibo national SAR plan, contingency operations, and other vital national objectives.
  3. Ability to analyze, plan, and adjust operations of one or more organizations to meet requirements and objectives within available resources, while mentoring, motivating, and appraising the staff.
  4. In-depth knowledge and experience of International and National SAR publications, FAA regulations, !CAO regulations, Flight Information Publications (FLIP) documents, DoD, Air Force and MAJCOM directives pertaining to airspace matters, international airway structures, ocean routes, controlled and special use airspace, aeronautical charts, airfield information and restrictions, en route supplements, flight safety and' security regulations, diplomatic clearance requirements, and Air Space Control Plans (ACP).
  5. Skill in using various DoD unique computer based software programs such as SAR :Master, Combat Survivor. Evader Locator, AMHS, Defense Travel System (DTS), Falcon View, PRMS, C2PC; NCS, BCS-F, TIT AN, Blue Force Tracker.
  6. Ability to develop SAR action plans while investigating a case and coordinating with other organizations, as well as to plan search and rescue cases lo maximize the probability of detection, and adjust the search area as needed; collect and compile information about emergency situations, and brief supervisors and other agencies; Ability to communicate effectively both orally and in writing; negotiate complex issues; and to maintain good working relationships.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
