Summary

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a PROGRAM MANAGER (JOINT RESILIENCY DIRECTOR), Position Description Number D2689000 and is part of the JFHQ J9, Colorado National Guard.

This position is located at the Joint Forces Headquarters State (JFHQ-ST), Joint Resiliency Directorate, Office of the Director.

Duties

The primary purpose of this position is to serve as the Director of the Joint Resiliency Directorate with oversite of at least four major functions listed below without duplication in another directorate, and provides statewide policy, guidance, leadership, management, and oversite of service members, family, contractor, and employee programs, policies, and plans. Advises the Adjutant General (TAG) on all matters pertaining to management, distribution, utilization, development, and support while being the focal point, responsible for planning, overseeing, and directing the activities of state of district programs which include Wellness and Violence Prevention, Yellow Ribbon, ESGR, Resourcing and Outreach, Religious support, and Behavioral Health, Children & Youth, Youth Challenge, and Family Programs. As the Director for the Joint Resiliency Directorate, ensures that all regulatory reporting requirements are accomplished within the required timeline, provides documentation for any requirements not met with a follow-on plan of resolving and unmet requirements. Exercises supervisory personnel management responsibilities. Represents the Adjutant General and Joint Resiliency Directorate on a variety of state and National Guard functional area organizations. Performs other duties as assigned.

  • In accordance with the Ethics in Government Act, 1978, incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
  • Selectee will be required to wear the military uniform.
  • Membership in the Colorado National Guard.
  • Must hold the grade of O-6.
  • Submit all required documentation.
  • For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.
  • Participation in direct deposit is mandatory.

Qualifications

Military Grades: O-6

1. Specialized experience will be used to determine qualifications for the announced position.

Must have at least 12 months experience at the next lower grade OR
Must have at least 12 months of Specialized Experience in each of the following:

1. Experience analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various resources.
2. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions.
3. Experience in managing the function of the work to be performed.
4. Experience which includes leading, directing and assigning work of personnel.

Education

Substitution of Education for specialized experience - Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university, meets 6 months specialized experience.

8. Per ARNG-HRH Policy Memorandum #10-39, mandatory Full Time Staff (FTS) training is required within a year of hire as a condition of employment in vacancy announcements for both Technician and Active Guard Reserve positions. Failure of new FTS personnel to complete NGB prescribed courses at PEC within the first year of employment may be cause for reassignment to other full-time positions or termination of their employment.
9. Current COANG Technicians and AGRs hired for a position in which an MCR is required will remain in their current status unless/until the MCR is approved. In the event the MCR is not approved, they are accepting the position in their current status.
