Duties

  • Serves as Chief of the Operations & Logistics Office (G-3/4) within the headquarters (HQ) of the US Army Combat Capabilities Development Command (DEVCOM), C5ISR Center.
  • Provides advice to the Director, Deputy, and Chief of Staff on strategic and tactical matters as well as providing staff coordination, synchronization and operational tasking in support of the Center.
  • Directly manages teams responsible for managing and tracking of assigned and internal tasks and orders, force protection, facility and logistical matters, infrastructure planning, property and equipment accountability, and procurement.
  • Serves as the Center's focal point for the current and future operations to include the development and execution of the Center's operations plans.
  • Responsible for ensuring that the Center has the supplies and maintenance support it needs to carry out operations effectively.
  • Provides recommendations to Center leaders and develop recommendations for realistic short- and long-range goals, objectives, and measurable performance metrics.
  • Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
  • Develops performance standards and evaluates work performance of subordinates.
  • Hears and resolves complaints from employees, referring group grievances and more serious unresolved complaints to a higher level supervisor or manager.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Temporary Duty Travel (TDY) of up to 25% of the time may be required.
  • Position requires travel on short notice (i.e., less than 24 hours' notice)
  • This position is designated as Mission Essential.
  • Employee can be required to remain on duty or report for duty during contingency operations or other emergency situations.
  • Commensurate with mission requirements, the incumbent can be required to work overtime and other than normal duty hours which may include evenings, weekends, and/or holidays.
  • Call back and emergency duty are regular requirements of this position.
  • Position is designated Special-Sensitive (4) Top Secret (TS) security clearance with Sensitive Compartmented Access (SCI).
  • Incumbent must be able to obtain and maintain a TS/SCI security clearance/access.
  • This is a testing designated position. Personnel are required to sign DA Form 5019-R (Condition of Employment for Certain Civilian Positions Identified as critical under the Department of the Army Drug-Free Federal Workplace Program).
  • This position requires submission of Financial Disclosure Statement, OGE-450 upon entering the position, and annually thereafter.
  • Appointment to this position is subject to a Three-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • Supervisory => 25%
  • Supervisory probation may be required unless the appointee has previously met the requirements.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as performing ALL of the following duties: 1) Formulating strategic organizational goals, plans, policies, procedures, and work plans for organization-wide mission functions and activities; 2) Advising and briefing leadership and organization staff regarding the status of programs, projects, and organizational events; 3) Leading enterprise-wide programs to facilitate process improvement and enhanced customer service outcomes, including analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs; and, 4) Identifying and resolving problematic issues by collaborating with key stakeholders across the organization and operational environment. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DE-03 or GS-12/13).

  • This is a Science and Technology Laboratory Personnel Demonstration Project position and incorporates the GS-14 step 01 through GS-15 step 10.
