Duties

Serves as Program Manager for Unit, Personal and Family Readiness Programs (UPFRP), Marine and Family Programs Division; Manpower and Reserve Affairs Department; Headquarters Marine Corps.  Serves as the responsible point of contact for oversight, interpretation and development of Marine and Family Programs policy and plans, and related processes and procedures.  Coordinates, facilitates and executes strategic plans and management initiatives to include mission, vision, goals, objectives, marketing initiatives, improvement initiatives, organizational development initiatives, realignment/restructuring and reengineering efforts to include some of continuous and long range impact, and to meet and resolve one-time or short term contingencies. Develops comprehensive program policies.

Conducts, reviews and recommends approval or disapproval of UPFRP plans and materials; analyzes and develops proposals or provisions in terms of impact on program resources requirements; develops new and revised operating procedures and standards for policy and planning to incorporate new and updated provisions that affect operating activities and requirements; conducts review of the administration and operation of the program, and provides advice.

Coordinates and promotes programmatic goals and objectives, provides information, explains regulatory and legal requirements, and builds and sustains business strategies and practices. Identifies and solves problems related to implementation of UPFRP plans and policies, develops metrics, develops and implements solutions, designs alternative initiatives and establishes minimum standards.  May develop briefings, correspondence, plans, procedures, and directives to support implementation of higher level command directives.

Reviews proposed changes to UPFRP plans and project proposals to see that all statutory and regulatory requirements are met and to insure that changes do not include provisions contrary to basic law when applicable.  Identifies provisions clearly not consistent with federal requirements and recommends remedial action necessary to correct inadequacies.  Provides assistance on facilitating compliance with policy and plans to other program specialists who develop the program evaluation plan, determine coverage, suggest methodology, and provide guidance on handling of technical problems and public relations issues.

Develops and analyzes data to be used in preparing analytical and interpretative reports and guides for program operations.  Selects pertinent techniques for data collection to identify aspects of successful and unsuccessful program operations.  Researches successful methods and techniques used by other local officials (federal, state, local) and provides information on adapting and extending methods and techniques into new patterns to solve problems

Attends conferences and meetings. Prepares supporting documentation for presentations and proposals.  Prepares correspondences, briefs, action documents, routing sheets, information papers, and slide presentations for use by leadership.

This position has been designated as a position of trust. The incumbent must be eligible for an Access National Agency Check and Inquires (ANACI/ Tier 3) background investigation to satisfy IT Level II designation. Appointment and continued employment is subject to a favorable adjudication of the security investigation.

Provides World Class Customer Service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner.  Takes action to solve problems quickly.  Alerts the higher-level supervisor or proper point of contact for help when problems arise.  Adheres to safety regulations and standards.  Promptly reports any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor. 

May work a fluctuating work schedule to complete work assignments outside of the typical work week and work hours.  May travel to complete work assignments, and conduct or attend conferences, trainings, inspections and meetings. 

This is a white-collar position where occasional lifting up to 20 lbs. may be required.  Performs other duties as assigned.

MINIMUM QUALIFICATIONS:  BACHELOR¿S DEGREE from an accredited college or university in field appropriate to the work of position AND THREE YEARS of experience that demonstrates knowledge of, and experience in military family readiness OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above, OR appropriate experience that demonstrates that the applicant has acquired the knowledge, skills, and abilities equivalent to that gained in the above.

  • Demonstrable skills in developing, reviewing and implementing program policy, plans, procedures and standards.

  • Experience analyzing and evaluating procedures and systems to improve operations.

  • Ability to conduct reviews of the administration and operation of the program, determine compliance with established policies and procedures, and provide effective and comprehensive feedback to stakeholders.

  • Possess experience in developing proposals or provisions in terms of impact on program resource requirements.

  • Knowledge of the military structure and environment is preferred.

  • Skills in using management information systems, office automation systems and processes, computer applications, principles and techniques.

  • Ability to organize and effectively communicate orally and in writing; develop reports, proposals, charts and graphs; and conduct presentations.

  • Demonstrated skills to establish and maintain effective relationships with, and gain confidence and cooperation of stakeholders to accept proposals on complex issues.
