Summary

  1. Serves as the Office of Primary Responsibility (OPR) program manager for Maintenance Courseware Management Program across the Installation and guides the use of the Course ware Management Database (CMD) within the training systems.
  2. Serves as the Office of Primary Responsibility (OPR) and administers the Training Scheduling System (TSS) program across the Installation.
  3. Develops local policies, procedures, goals, objectives, and milestones required for implementing and/or administration of assigned programs and projects.
  4. Through various wing level IPTs, plans, organizes, executes and assesses process and programs.

  • Full/part-time employees occupying direct childcare positions are eligible for discounts IAW DAF AFSVC/CC Memo, 30 Sep 22; first child 100% / each additional child 25%. Other assigned CYP and FCC personnel are eligible for 25% discount.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualifications Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-01, equivalent to the next lower grade GS-04 or equivalent in other pay systems. Specialized experience defined as applying analytical methods to evaluate and improve program operations; ability to apply knowledge of DOD training principles and systems like TSS, PAC, and CMD to the maintenance arena; and the ability to independently analyze facts, solve problems, and communicate effectively using PC-based tool.

Applicants must havesuccessfully completed 4-years above high school level in any field for which high school graduation or the equivalent is the normal prerequisite. This education has been obtained in an accredited business, secretarial or technical school, junior college, college or university. NOTE: You must submit a copy of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION:
Applicant must have equivalent combinations of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.NOTE: You must submit a copy of your transcripts.

NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

Ideal candidate:

  • Advanced understanding and working knowledge of Training Scheduling System (TSS)
  • Conduct virtual or in-person training sessions
  • Explain system limitations or technical issues to non-technical stakeholders (e.g., Directors, Commanders)

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Knowledge of the Training Scheduling System (TSS), Production and Acceptance Certification Program (PAC) and in related systems, and/or Courseware Management Database (CMD) and Instructional System Development (ISD) process.
  2. Knowledge of analytical, evaluative methods, procedures and skill in evaluating program operations to develop comprehensive plans, analyze work processes, and to continually improve them to meet customer requirements.
  3. Knowledge and skill in the application of DOD, AF, AFMC and local education, training, "Depot Maintenance Transformation" principles, concepts, methodologies and basic financial management directives, concepts, procedures, guidance and policy.
  4. Detailed knowledge of the procedures and processes of management, organizational methods, principles and practices directly related to the Maintenance arena.
  5. Ability to gather, assemble and analyze facts, draw conclusions, devise solutions to problems and identify changes and trends.
  6. Ability to communicate effectively, both orally and in writing, prepare and present reports and actively participate in or chair meetings and conferences.
  7. Ability to independently plan, organize and coordinate work to identify problems and develop innovative solutions.
  8. Skill with system and PC based tools to include automated spreadsheet, graphics and database management applications.
