Duties

This position is located within the Information Technology Unit (MRI)Program Management Office (PMO). The incumbent will partner with other Project Managers (PM) in supporting and collaborative roles as required. The incumbent is responsible for practicing effective and efficient project management standards, methods and techniques that are industry proven and PMO promoted.  The PM conducts project management related tasks required for OMB, DOD, DON, USMC, and Commercial Industry compliance to include Cybersecurity and Payment Card Industry. The incumbent will perform duties as Contracting Officer Representative (COR) as required. Serve as COR in support of other projects when assigned.  Prepares, coordinates, and conducts post-implementation ROI analysis.

The incumbent is a staff member in the MRI Program Management Office (PMO), which manages single or multiple projects and programs. The MRI PMO aids in achieving strategic goals of the organization by selecting, prioritizing, assessing, and managing projects, programs, and other related work based upon their alignment and contribution to the organization's strategies and objectives. The MRI PMO is where priorities are identified, investment decisions are made, and resources are allocated. The PMO consists of highly trained project managers that support the organization in a variety of ways such as identifying and developing project management methodology, best practices, and standards, managing shared resources across all projects administered by the PMO and delivering intended project results on time, within scope and budget.

Provides World Class Customer Service with an emphasis on courtesy. Asks questions to determine, verify and solve problems. Takes action to solve problems quickly. Alerts higher level supervisor or proper point of contact for help when problems arise. Effectively supports the Marine Corps Equal Employment Opportunity and Sexual Harassment policies, and ensures compliance with fire, safety and other environmental issues and programs. Maintains and enforces security of funds, merchandise, supplies and equipment to preclude or minimize the potential for fraud, waste, and abuse.

EVALUATIONS:

Qualifications

Bachelor's Degree in Computer Science, Project Management, Business Management or a related field appropriate to the work of position AND four years of project management experience that demonstrates knowledge of and skill in project initiation, planning, scheduling, execution and control, OR an appropriate combination of education and experience. OR appropriate experience that demonstrates that the applicant has acquired the knowledge, skills, and abilities equivalent to that gained in the above. 

Organization and time management skills to keep projects on track and within budget. Strong written and verbal communication skills to coordinate with team members and management and explain technical issues. Understanding of project budgets and actuals. 

Leads internal resources, third parties and vendors through project initiation, planning, execution, control, and closing. Subject Matter Expert on all MRI Project Management tools, to include ServiceNow and JIRA. Understanding of project methodologies to include Agile projects. Understanding of the Marine Corps Assessment and Authorization Process

Ability to take on the following responsibilities with little to no supervision from another project manager

Perform duties as Contracting Officer Representative (COR) as required. Serves as COR in support of other projects when assigned. Able to obtain COR certification within 6 months of employment if not certified already. Manage a portfolio of complex initiatives that span one or multiple lines of business.  Full project life cycle ownership: successful project delivery will include full implementation from initiation to deployment for one major or several minor initiatives simultaneously.

Provide on-site leadership for project team by building and motivating team members to meet project goals, adhering to their responsibilities and project milestones. Manages all aspects of multiple related projects to ensure the overall program is aligned to and directly supports the achievement of strategic objectives. Manage project scope and changes. Report on project success criteria results, metrics, test and deployment management activities

Participate in establishing practices, templates, policies, tools and partnerships to expand and mature these capabilities for the organization. Prepare estimates and detailed project plans for all phases of the project.  Procure resources to achieve project objectives in planned timeframes and quality objectives.

Manage the day-to-day project activities and resources and chairs the project management team meetings.

Provide status reports to leadership regarding project milestones, deliverable, dependencies, risks and issues. Understand interdependence between technology, operations and business needs

Act as an internal quality control check for the project. Manage ongoing quality control and participate in quality issue resolution.

Additional Preferred Qualifications: Certified Scrum Manager certification; PMP or Project Management Certifications; Contracting Officer's Representative (COR) trained or active as a COR
