Conditions of Employment
- Temporary appointments are subject to termination at any time.
- This position can be filled up to four years as long as funds are available to support it.
- In the event a permanent (Tenure 1 or 2) or indefinite (Tenure 3) employee is selected, and is willing to accept the temporary appointment, that employee will relinquish permanent or indefinite status.
- Creditable Service for Annual Leave accrual may be granted to new employees if he/she possesses superior qualifications essential to the position; and which were acquired through performance in a non-federal or active duty uniformed service position.
- The duties performed in a non-federal or active duty uniformed service position must directly relate to the position to which appointed and such qualifications are necessary to achieve an important agency mission or performance goal to be eligible.
- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

- This is an Excepted Service position that requires membership in the Missouri National Guard prior to the effective date of placement.
- Selectee will be required to wear the military uniform.
- Acceptance of an Excepted Service position constitutes concurrence with these requirements as a condition of employment.
- Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

- Advanced in hire rate may be granted to set pay above the minimum rate of the grade for a new employee if he/she possesses superior qualifications relevant to the positions' requirements and is essential to accomplish the agency's mission.
Qualifications
MILITARY REQUIREMENTS: Selected candidate must currently be assigned to a military unit in the Missouri Army National Guard. Title 32 employees will not be militarily senior to their full-time supervisor (grade inversion).
Maximum Military Grade - MAJ (O-4) with date of rank after 1 May 2020
GENERAL EXPERIENCE: Must possess experience, education or training which provided a general knowledge of principles of organization, management, and administration; experience compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information; ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled; and experience using computer and automation systems.
GS-09 SPECIALIZED EXPERIENCE: Must possess at least one year of experience, education or training equivalent to the GS-07 grade level or equivalent that provided a thorough knowledge and understanding of administrative procedures and practices of management; experience developing administrative procedures; ability to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve effectiveness; skill in applying analytical and evaluative methods and techniques; and knowledge of pertinent laws, applicable policy, official guidance and precedents that apply
Education
To qualify based on education, must possess one of the following:
master's or equivalent graduate degree
or
2 full years of progressively higher-level graduate education leading to such a degree
or
LL.B. or J.D., if related
