JOB TITLE:  Supply/Property Manager
BUSINESS TITLE: Property Control Officer

DUTIES AND RESPONSIBILITIES:

Serves as the functional manager for the MCCS Property Control program, responsible for all phases of MCCS property operations, including receiving, storing, issuing, delivering, shipping, disposal, and accountability of diversified and specialized supplies, equipment, and furniture.    

Oversees the daily work requirements supervising both NAF and MLC/IHA employees.  Prepares Responsible Officer Appointment packages and maintains supporting documentation for all changes that affect the on-hand quantity for approximately 150 Consolidated Memorandum Receipts (CMR) in excess of $41M.  Receives, verifies, and processes property transaction vouchers for both NAF and APF property.  Coordinates the pickup of unserviceable/not required property located at the facilities, identifies and initiates action to dispose of excess or obsolete major components/subsystems via the proper initiating/preparation and submission of Certificate of Disposition (COD) packages on accountable property to higher authority for approval to dispose of the property in the best interest of the MCCS and United States Government.  Processes 1348-1 documents into the Defense Logistics Agency Enterprise External Business Portal System for disposal of all APF property and any NAF property that cannot be reutilized, sold at the NAF Warehouse Sales program, or sold as scrap on the local economy.  Establishes and maintains asset management and accountability over all equipment under the control of the MCCS utilizing the Financial Management System (FMS).  Ensures that equipment and property is properly tagged and recorded in FMS and reported to Finance Shared Services Center Japan (SSCJ) for induction and changes.   Assists newly appointed Responsible Officers (RO) with conducting the turnover inventory and performs one-on-one training with the new RO to ensure that all property on the CMR is properly accounted for and all procedures to accomplish their assigned duty is fully understood.  Schedules and conducts RO training yearly in preparation of the property year end close out.   Prepares year end CMR¿s for property validation and tracks the completion of the CMR¿s to ensure they are received back by the required due date.  Conducts causative research on any property that is reported as a shortage or overage to determine if any fault or negligence was involved.  Compiles and analysis data to make recommendations to the MCCS Supply Director on required action to resolve the discrepancies.  Extracts, compiles, and formulates fixed assets from the FMS for use in the Capital Replacement program.  Formulates and implements required policy, procedural and administrative actions. Advises supported customers on supply policies, principles, procedures, methods, practices and techniques. Interprets and disseminates regulatory requirements, then applies and administers operations within the scope of statutory laws; Department of Defense (DOD), Department of the Navy (DON) and Marine Corps policies and regulations.

Oversees and directs the daily operation of the MCCS Shipping and Receiving section.  Receives all incoming shipments to the MCCS and coordinates with end user to accomplish a joint inventory of the items, inducts receipts in FMS, stages items, ensures that all property is properly tagged with the appropriate MCCS property tag prior to delivering shipments to the end users, and files and maintains all supporting documentation showing receipt and issue of the items.  Prepares receiving reports and provides documentation to MCCS accounting authorizing payment to the vendor.  Coordinates with both Military and local shippers to arrange shipments off islands.  Prepares shipping documentation DD1149 and other certification required to ship items.  Ensures efficient warehouse operation are in place to properly safeguard MCCS property, safety regulations are being applied and that the warehouse is following Marine Corps Warehouse storage regulations.  Maintains warehouse in a safe, clean, and orderly manner.

Supervises employees to include assigning and distributing work, coaching, counseling, tutoring, and mentoring employees.  Approves/disapproves leave, recommends and completes personnel actions request, performance evaluations, learning development plans, and approval of timecards.

Assigned collateral duty as the Responsible Officer to the Marine Corps Base Property Control Office, responsible for obtaining, receipting, issuing, accounting, recovering and turn-in of all Marine Corps Base owned Garrison and Plant Property Assets utilized by the MCCS.

BASIC REQUIREMENTS

  • Three years¿ experience that demonstrates a broad base knowledge of managing, accounting, and controlling a dynamic and volatile property section that includes inventory, property disposal, and Consolidated Memorandum Receipt (CMR) procedures.
  • Working experience that demonstrates the knowledge and skills to oversee the day to day operations of a dynamic warehouse operation.
  • Knowledge of warehouse safety, regulations and required personal protective equipment.

QUALIFICATION REQUIREMENTS

  • Skills and abilities to conduct causative research and analyze the results.
  • Knowledge of governing, controlling, accountability and disposal of NAF and APF property.
  • Working knowledge of a supply data base to extract, sort, and control property (Oracle based applications preferred).
  • Ability to read, understand and interpret regulations and directives.

Ability to communicate effectively both in writing and orally, to prepare reports and briefings to higher echelon.
