In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade
GS-07, or equivalent in other pay systems. Examples of specialized experience includes (1) working with military organizations and functions at all levels, positions of governmental agencies, customs and courtesies of the military, protocol, etiquette, social customs, security, administrative policies and procedures in order to assist assigned organizations in obtaining protocol compliance in all types of functions, ceremonies, events, and visits; (2) applying analytical and evaluative methods in order to perform protocol and special project duties; (3) establishing and maintaining effective working relationships in order to represent the command in planning and carrying out protocol functions and to advise offices on established procedures and information; (4) working with appropriated and non-appropriated funds usage and ability to coordinate their expenditures.

EDUCATION: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position.

COMBINATION OF EXPERIENCE AND EDUCATION: Less than the full amount of specialized experience described in the job opportunity announcement; however, and have at least one year of progressively higher level graduate education, but have not obtained a master's or equivalent graduate degree. Therefore, have a combination of experience and education.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the
GS-07 level is required to meet the time-in-grade requirements for the
GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Knowledge of military organizations and functions at all levels, positions of governmental agencies, customs and courtesies of the military, protocol, etiquette, social customs, administrative policies and practices.
- Knowledge and understanding of regulations and procedures affecting Official Representation Funds (ORF) and Special Morale and Welfare (SM&W) funds, and application skill in basic resource budget and funds management.
- Skill in effectively presenting information orally and in writing in a clear and concise manner to explain problems, programs, and solicit support. Ability to deal with a wide variety of people in a tactful, helpful and efficient manner.
- Skill in properly operating electronic mail, word processing, data bases, spreadsheet, and similar software. Skill in verbal and written communications sufficient to initiate studies ad write reports, plan briefings, and to conduct status briefings and reports.
- Ability to apply problem solving techniques to a wide range of complex planning situations and guide implementation of solutions. Ability to conduct studies, analyzing findings and making recommendations.
- Ability to oversee, manages, and advises project officers from throughout the Wing, ranging from non-commissioned officers to field grade officers.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
