Summary

The primary purpose of this position is to plan, manage, coordinate, advise, execute and train on matters pertaining to Protocol. To serve as event planner for visits by distinguished visitors and groups to include special purpose meetings and conferences, awards presentations and various ceremonies, including CORONA Top, USAF Marathon, Senior Leader Conferences, Annual Excellence Awards Banquet, International Ball and AFMC Changes of Command - and to ascertain use of appropriate funds.

Duties

  • Assist with implementing policies and procedures for Protocol. Plans, formulates, manages, advises, coordinates, directs, administers and executes protocol activities including: changes of command, conferences, executive level meetings, retirements, promotions, commander's call, visits by distinguished official guests and groups, special presentations and awards programs, special ceremonies, special purpose conferences and projects in support of the AFMC Commander, Command Chief, Deputy Commander, Executive Director and Director of Staff ("Top Five").
  • Upon notification of impending visits, plans and establishes the programming for the visit to assure senior leaders' status and prestige are maintained and enhanced. Conducts research of visitor or visitor's history, preferences and background to preclude any breach of protocol or customs and courtesies.
  • Attends functions and monitors activities in support of the Protocol Office; briefs Commander, Command Chief, Deputy Commander, Executive Director and Staff Directorates on special functions/events, providing written materials as required on items to be requested and approved.
  • Plans, manages, and schedules special ceremonies such as retirements, decorations, and special acts awards presided over by the Top Five. Activities include scheduling the event, planning the reception, overseeing all the issuance of invitations, and coordinating the arrangements of all staff levels.
  • Verbally and in writing (email), accurately communicates information to command staff, internal/external OPRs, supervisor, co-workers and internal/external customers.
  • Working knowledge of pertinent budgeting and accounting practices to project, monitor and document expenditures. Assures funds are properly used, accounted for, and all required documentation is complete and accurate.

  • Incumbent may be required to periodically work overtime, irregular shifts, holidays and/or weekends.
  • Incumbent may be required to periodically lift 40-50 lbs and remain standing for extended periods. A physical will be required upon selection.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience includes experience with concepts, principles, and practices of protocol, military ceremonies, traditions, customs and courtesies, both national and international, and a broad knowledge of all military service, Combatant Commands, Department of State, and other agencies and organizations within the federal government.

NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Comprehensive knowledge of WPAFB and its tenant organizational structure, functions, policies, and operations, etc., to ensure programs planned for visitors to WPAFB are accurate, comprehensive, informative, and are conducted within acceptable parameters in accordance with 88th ABW and AFMC policies.
2. Comprehensive knowledge of organizational components, including the function/location/organizational structure and activities of other AFMC units, major commands, DAF, tri-service's executive and legislative liaison offices to determine types of programs appropriate for presentation to visitors from those organizations and the level of protocol courtesies to be accorded them based on rank, precedence, and significance to the mission.
3. Comprehensive knowledge of proper civilian and military protocol courtesies to be accorded to visitors from both the United States and foreign governments that contributes to the ability to research special protocols and visiting requirements of foreign and U.S. dignitaries (etiquette manuals and guides, DAF/AFMC policies, regulations and procedures).
4. Working knowledge of pertinent budgeting and accounting practices to project, monitor and document collections and expenditures.
5. Ability to communicate both verbally and in writing, to achieve stated positions, or to make an adequate case for a particular strategy which may or may not be readily accepted but is the best solution to achieve overall mission goals.
6. Ability to develop, analyze, evaluate and integrate plans and other documents related to assigned functions. Able to plan individual workload to meet deadlines.
