Summary

You will serve as a PUBLIC AFFAIRS SPECIALIST in the Public Affairs Office of NAVAL FACILITIES ENG COMMAND MARIANAS.

This position is also subject to a Cost of Living Allowance (COLA) and Non-Foreign Post Differential (NFPD) currently set at 11.88% and 13.12%, respectively. COLA and NFPD are subject to change without notice.

Duties

  • You will plan work to be accomplished, set and adjust short-term priorities, assign work to subordinates based on priorities
  • You will perform various administrative responsibilities; approve leave, monitor attendance/leave usage, review and certified position descriptions, track budget/ expenses, etc.
  • You will act as communications advisor to NAVFAC Marianas Commander on matters pertaining to public information, and command information.
  • You will analyze external communication posture for NAVFAC Marianas leadership and senior staff to include all factors that could influence agency objectives, programs and policies directly or indirectly.
  • You will formulate long-range plans and policies to enhance public and employee understanding, support and acceptance of Public Affairs programs and/or activities.
  • You will respond to media requests for information of a routine, sensitive or contingent nature.

  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
  • If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
  • Must be able to obtain and maintain a U.S. Passport. May be required to obtain a VISA dependent on the overseas country's laws/regulations.
  • You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • The incumbent must have completed the Defense Information School (DINFOS) Public Affairs Qualification Course (PAQC) resident or non-resident distance learning course.
  • The incumbent must complete the Defense Acquisition University (DAU) Acquisition 101 Fundamentals of Systems Acquisition Management distance learning course within five years of initial employment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
- Communications advisor to the agency commander on matters pertaining to public and command information;
- Able to analyze public affairs campaigns in terms of their effectiveness in meeting the information needs of the command's intended audiences;
- Experience in responding to media requests for information of a routine, sensitive or contingent nature;- Able to maintain effective working relationships with various external agencies and operate independently as required;
- Formulates long-range plans and policies to enhance public and employee understanding.
