Duties
These vacancies will be filled through DHS/TSA's Direct-Hire Authority pursuant to TSA MD 1100.30-26. Under the Direct-Hire Authority, category grouping and Veterans' Preference does not apply.
This Human Resources Specialist position is located in the Department of Homeland Security (DHS), Transportation Security Administration.
Duties include but are not limited to:
- Provides substantive advice across a full range of HR functional areas, including classification, staffing, compensation, payroll, processing personnel actions, benefits/entitlements, performance, time/attendance and employee relations.
- Prepares and processes a variety of personnel actions requiring substantial knowledge of the characteristics, requirements, and procedures of personnel programs and operations, and the regulatory, policy, and procedural requirements applicable to personnel management program.
- Researches, interprets, and applies HR related rules and regulations to a wide variety of questions received from employees and supervisors.
- Utilizes a variety of HR Information Systems to facilitate recruitment and hiring activities, process personnel actions, compile electronic case files, and to produce and maintain other HR data, records, and reports.
- Applies analytical, qualitative, or quantitative techniques in order to recommend innovative and integrated solutions to resolve complex human capital matters. Conducts data analysis and reporting requirements.
The major duties described above reflect the full performance level of this position. Typically, the lower pay band (F & G band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.

To qualify for the SV-F Pay Band (equivalent to GS-9), you must have one of the following:

To qualify for the SV-G Pay Band (equivalent to GS-11), you must have one of the following:
Experience: One year of specialized experience at the SV-F or GS-9 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as:
- Advising management and employees on the procedural and regulatory requirements governing human resources processes and procedures.
- Resolving moderately complex issues related to a human resources specialty area, such as: staffing, classification, performance management, employee/labor relations, benefits, or compensation;
- Time and attendance duties;
- Ensuring compliance with applicable HR-related regulations and procedures.
OR
- Education: Possess a Ph.D. or equivalent doctoral degree in a field directly related to this position; OR three full years of progressively higher-level graduate education leading to such a degree; OR LL.M., if related. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. (Must submit copy of transcripts)

- Combination of experience and education: Combinations of successfully completed graduate school education and experience may be used to meet total qualification requirements for this position and may be computed by first determining your total qualifying experience as a percentage of the experience required for the band level; then determining your education as a percentage of the education required for the band level; and then adding the two percentages. To qualify for the SV-H Pay Band (equivalent to GS-12), you must have:
Experience: One year of specialized experience at the SV-G or GS-11 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as:
- Troubleshooting complex errors found in an employees' official records or benefits options and correcting them in accordance with current guidance;
- Ensuring quality assurance by documenting corrections made and informing the affected employee(s) as required;
- Providing technical assistance on human resources automated systems procedures and applications;
- Resolving moderately complex issues related to a human resources specialty area, such as: staffing, classification, performance management, employee/labor relations, benefits, or compensation;
- Time and attendance duties.
- Conducting analyses on a wide variety of complex subjects using research, interviewing, observation, and analytical techniques to gather, document, and analyze information and develop recommendations.
To qualify for the SV-I Pay Band (equivalent to GS-13), you must have:
Experience: One year of specialized experience at the SV-H or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as:
- Applying a full range of human resources laws, theories, principles, and practices with an understanding of human resources management programs sufficient to provide integrated solutions to human resources issues;
- Providing comprehensive Federal staffing and placement services;
- Providing advice and guidance to managers and employees on all phases of the recruitment and placement process;
- Advising management and employees on the use of automated processes associated with recruitment and personnel actions;
- Responsible for supervising a team of HR professionals. Plans work to be accomplished by subordinates by preparing schedules for completion of work, assigns work based on priorities, selective consideration of the difficulty/requirements of assignments, and the capabilities of employees;
- Conducts research and evaluates options for use in implementing Human Capital (HC) programs and policies. Utilizes HR expertise to coordinate or direct program and policy implementation. Provides advice and guidance to junior specialists, professionals, managers, employees, and external representatives to resolve problems;
- Applies expert knowledge of the technical aspects of the HR work directed (e.g., staffing, benefits, worker's compensation, management employee relations).Identifies and proposes solutions to complex issues and concerns where previous studies and established techniques require modification and adaptation. Reviews policies and precedents in order to make a recommendation for applying them to sensitive or controversial cases or problems.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
