Summary

Painter position located in Frederick Law Olmsted National Historic Site, in the Maintenance Division.

This is a term position (more than 1 year) with an initial appointment expecting to last at least 13 months but may be extended up to a total of 3 years. Term positions do not convey permanent status in the Federal service.

Duties

  • Prepare surfaces (historic and non-historic) using a variety of methods and materials. Select and use surface techniques which result in proper adherence of coating materials.
  • Apply a variety of coating materials such as primers and paints using standard application techniques. Select and use appropriate methods of techniques best suited for proper finishes (historic and non-historic).
  • Remove scale, rust, grease, dirt and old paint from historic and non-historic metal and wood surfaces using scrapers, wire brushes, sanders, etc., so that coating materials will adhere properly.
  • Check historic and non-historic surfaces after applying coating materials such as primers, paints and corrosion preventive coatings to ensure that surfaces are fully coated and protected from skips, runs and drips.
  • Follow instructions, directions and guidance from supervisor when new tasks are assigned. Interpret oral and written work orders to plan the materials, tools and techniques needed to complete the assigned work.

You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
  • You will be required to complete a one-year trial period.
  • Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.

Physical Demands: The painter prepares and coats surfaces from ladders, scaffolds platforms, and in situations where the surfaces to be coated are in cramped and hard to reach places. The work may be at extreme heights (such as water towers or tall buildings). This requires the ability to stand, stoop, bend, kneel, climb, be strapped into swing stages and work in tiring and uncomfortable positions. Ability to lift, carry and set up materials and equipment that weighs up to 10 pounds. Occasionally, may be required to handle materials and equipment that weighs 40 pounds and over.

Working Conditions: The work is done inside and outside, with dirt, spray, and fumes usually present. The employee is sometimes required to prepare, treat and coat surfaces outside in all types of weather. Protective equipment and clothing such as safety shoes, safety glasses or sunglasses, gloves, rain gear, hard hats, coveralls, respirators and other protective gear are required, which are sometimes heavy and uncomfortable. Frequent exposure to the possibility of cuts and bruises and occasionally be exposed to the possibility of broken bones

    • Federal employees must submit a copy of their latest SF-50 "Notification of Personnel Action" reflecting career or career-conditional status in the competitive service (Tenure 1 or 2), shows position title, series, grade and an additional SF-50 showing highest permanent grade ever held, if not reflected on your latest SF-50. Examples of acceptable SF-50s include: Promotion, Within Rate Increases (WRI/WGI), or Appointment SF-50s. Do not submit an Award SF-50 as it does not provide the needed information. Time in grade will be determined by reviewing your resume and required SF-50s.
    • Former federal employees separated from Federal Government over a year ago must submit their separation Notification of Personnel Action (SF-50 or equivalent) that reflects career or career-conditional status in the competitive service (Tenure 1 or 2) and shows position title, series, grade. Please do not submit an Award SF-50 as it does not provide the needed information. Your last Federal performance appraisal plan for your last position must reflect a rating of Fully Successful or equivalent.
    • Veterans Preference Documentation (e.g. DD-214, SF-15, VA Letter as appropriate)
    • LMFWA Documentation for the Land Management Workforce Flexibility Act (LMWFA) eligibility, which includes ALL Appointment AND Termination SF-50s for EACH appointment as well as ALL performance evaluations, for each qualifying period of temporary employment claimed.

    • Veterans Preference Documentation:
      • If you are a Discharged, Non-Disabled Veteran, you must submit a copy of your DD-214 showing character of discharge (Member 4 copy), or other Documentation of Service and Separation under Honorable Conditions, as listed on the SF15. If you don't have your DD-214, you may request it after discharge from the National Archives.
      • If you are a veteran within 120 days of discharge, you must submit signed documentation from the Armed Forces certifying: 1) your expected release/retirement from active duty, 2) under honorable conditions, 3) your pay grade/rank/rate at time of discharge, 4) dates of active duty service, 5) any campaign or expeditionary medals received, & 6) dated within 120 days of your separation.

    • Performance Appraisals and Awards:
      • All applicants mustsubmit their most recent performance appraisal showing the official rating of record and signed by a supervisor or, if one is unavailable, a statement as to why it is not available (including if any prior performance appraisals/evaluations were at an acceptable level).
      • Failure to submit any of the above mentioned required documents will result in loss of consideration due to an incomplete application package. It is your responsibility to ensure all required documents have been submitted.
  5. Documentation for Interagency/Career Transition Assistance Plan consideration if you are a displaced Federal employee within the local commuting area. You must include: 1) Proof you are a displaced Federal employee, e.g., RIF Separation Notice, Notice of Proposed Removal, etc; 2) SF-50s (Notifications of Personnel Action) showing career/conditional tenure competitive status, promotion potential and duty location; and 3) your most recent performance appraisal. To exercise selection priority, displaced or surplus Federal employees must be rated well-qualified or above 85 on the rating criteria for this position.

Documentation for the Land Management Workforce Flexibility Act (LMWFA) eligibility, submission of ALL SF-50s and performance information for each period of temporary/term employment that qualifies for LMWFA. Performance documentation can be obtained by contacting the supervisors for the positions you served in during your 24 months. If they did not complete performance appraisals, ask them to provide a statement of performance for each period of service. The statement must specify the dates for each employment period and your level of performance (dates should match the dates on the SF-50s).
