Duties
Serves as the Deputy Superintendent and principal advisor to the Superintendent on all aspects of managerial responsibilities for parkwide operations. The incumbent of this position provides administrative and technical supervision for subordinate staff at Great Smoky Mountains National Park, including the Foothills Parkway. The Deputy Superintendent serves as the Senior Manager and is delegated authorities related to directing all park operations and directs, coordinates, and is responsible for the management and preservation of the cultural, historical, and natural resources of the park. The frequency, intensity and changing nature of external influences requires the Deputy Superintendent to anticipate future requirements with accuracy to adjust human, material, and fiscal resources to maintain programmed service levels and to meet un-programmed needs.
The Deputy Superintendent is responsible for the normal mission and support functions associated with a park of this size and complexity, including law enforcement and investigations; backcountry and wilderness management; wildland and structural fire suppression, law enforcement, search and rescue, emergency medical services; concessions operations, and special use permits and leases; interpretation and education, special events, cooperating association activities, and related visitor services; facility management; administrative and business services.
AREA/DUTY STATION INFORMATION:
This position serves as the Deputy Superintendent at Great Smoky Mountains National Park (GRSM). At 522,427 acres, GRSM is one of the largest parks in the eastern United States. The Park contains 384 miles of roads; 930 miles of backcountry trails; 104 designated backcountry campsites; over 300 miles of boundary; 66 species of mammals; 200 species of birds; 39 species of reptiles, 43 species of amphibians; 68 species of fish; 730 miles of fishable streams; 342 structures, 97 of them historic; 10 auto campgrounds; and 3 major developed areas with concession operations. The park also manages the Foothills Parkway, used by millions of non-recreational motorists. The park is located in the states of Tennessee and North Carolina and is surrounded by five counties and National Forest land. Duty station is near Gatlinburg, TN, located within an hour drive of Knoxville. The area provides a wide range of residential communities, good schools and recreational opportunities.

- Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service); with few exceptions as outlined in 5 CFR 300.603(b). Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement who have had a break in service of less than one year, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointments. Time-in-grade does not apply to new excepted service appointments and must be met by the closing date of this announcement.
- You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
- You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
- You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
- You may be required to travel overnight away from home up to 5 nights per month. You must obtain a government charge card for travel purposes.
- You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
- The position to which you will be appointed is subject to a financial disclosure reporting requirement and you will be required to complete a new entrant Confidential Financial Disclosure Report (OGE Form 450) within 30 days of your appointment.

Qualifications
- Applicants must be at least (1) 18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.
Probationary Period: As a condition of employment for accepting this position, you will be required to serve a 1 year probationary period during which your fitness and whether your continued employment advances the public interest will be evaluated.
This probationary period is an extension of the appointment process and therefore requires the agency to determine if continued employment would advance the public interest, meet the organization goals and mission of the agency, and/or otherwise promote the efficiency of the service. In determining if your employment advances the public interest, the agency will consider:
- your performance and conduct;
- the needs and interests of the agency;
- whether your continued employment would advance organizational goals of the agency or the Government; and
- whether your continued employment would advance the efficiency of the Federal service.
Under applicable law, the employment of an individual serving a probationary or trial period automatically terminates when that period ends unless the agency affirmatively certifies, in writing, that the individual's employment should continue and that their appointment should be finalized. In the absence of agency action to affirmatively certify continued employment beyond the probationary or trial period, such appointments are terminated.

To qualify for this position at the GS-15 grade level, you must possess the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-14 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as technical, administrative, or scientific work, fish and wildlife management, recreation management, law enforcement, or other park related work. Examples of specialized experience include, but are not limited to: 1) providing leadership and direction for the strategic planning, management, and operation of an organization's functions and activities; 2) developing, implementing and evaluating park programs (or similar) involving management and administration, resource management, law enforcement and emergency services, interpretation and education, visitor services, and maintenance; 3) making key operational decisions regarding budget, personnel, and program execution; 4) setting strategic priorities for a park (or similar); 5) making effective and timely decisions regarding significant or controversial issues; and 6) effectively supervising subordinate supervisors in a geographically dispersed workforce. A Relocation Incentive May Be Authorized for a Federal employee when the employee must move, as directed by the National Park Service (NPS) either through a management directed reassignment or selection for employment, to a different location at least 50 miles away from the one where his/her position of record held at time of selection is currently located, due to a need of the NPS. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another.

Physical Demands: Work is sedentary occasionally requiring work in more remote parts of the park. Typically, employee may sit comfortably to do the work. Much of the work is performed under stressful situation involving short deadlines for several simultaneous projects, and intense internal and public controversy. Working long days and/or traveling to attend meetings are common.
Working Conditions: Work is primarily in an office setting, but can be in any workstation, to include those in remote areas of the park or region where required to accomplish assignments. Travel on short notice to various locations to represent the Superintendent is required.
The National Park Service has determined that the duties of this position are suitable for telework only during an emergency or natural disaster.
