Summary

The incumbent serves as a Park Ranger within a Bureau of Land Management (BLM) office. The primary purpose of the position is to perform work in recreation and visitor services, interpretation & environmental education, and/or resource planning within the assigned office or site (e.g., monument, National Conservation Area, resource area, etc.). The position is located in Grants Pass, OR.

Salary Range:

  • GS - 7: $49,960 - $64,952
  • GS - 9: $61,111 - $79,443
Duties will be developmental in nature when filled below the full performance level. Promotion to the full performance level is neither guaranteed nor implied and will be based solely on your ability to satisfactorily perform the work of the position, existing work at the higher grade level, and recommendation by the position's supervisor.

As the Park Ranger in this position, you will:
  • Oversee the day-to-day operations at the Rand Visitor's Center in the wild section of the Rogue Wild & Scenic River corridor. Includes scheduling park rangers to staff the center from May 15 - Oct 15.
  • Lead and train rangers in the operations of commercial and non-commercial permits on the river, including CBS (Cash and Billing System), educating permittees, and checking for compliance of permit stipulations.
  • Establish day-to-day work priorities and schedules for crews working at the visitor center.
  • Plan and organize projects and activities, order supplies and equipment, explain work requirements, monitor assignments, and answer technical questions.
  • Maintain a safe work environment and promote safe work ethics among staff and volunteers.
  • Organize, manage, and distribute river use reports. Work with the commercial permit administrator on a regular basis for consistency and transparency.
  • Assist the Assistant Field Manager in support work for recreation management and planning. Work with recreation.gov as needed to support the annual lottery and other recreation.gov services. Work with the River Ranger Lead in collecting and sharing data needed for compliance floats.

Qualifications

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying.

GS-07:
A. Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained either in the private or public sector) performing the following: (1) presenting interpretive programs to site visitors; (2) communicating with visitors to identify and resolve problems; (3) conducting surveys to locate or collect various types of information; and (4) preparing recreation activities and/or sites for visitor use.
OR
B. Education: Successful completion of at least one (1) year of graduate education in natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resources, or another closely related field that provided the knowledge and skills necessary for successful job performance. NOTE: You must submit a copy of your transcripts as proof of any claimed education.
OR
C. Superior Academic Achievement: Meet the requirements for Superior Academic Achievement by earning a Bachelor's degree in natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resources, or another closely related field that provided the knowledge and skills necessary for successful job performance, with at least one of the following: (1) a grade point average (GPA) of 3.0 or higher based on a 4.0 scale; (2) a 3.5 GPA or higher for required courses completed in a major field of study during junior and senior year of a 4-year college or university; (3) class standing of upper third of the graduating class in the college, university, or a major subdivision of the college, such as the College of Liberal Arts, based on completed courses; or (4) membership in a National Scholastic Honor Society certified by the Association of College Honor Societies, excluding freshman honor societies. NOTE: You must submit a copy of your transcripts as proof of any claimed education.
OR
D. Combination: Successful completion of a combination of education and experience. To calculate your combined amount, first determine the amount of your specialized experience as a percentage of the requirement listed in A above. Then determine the amount of your education as a percentage of the requirement listed in B above; then add the two percentages. The total must equal at least 100 percent to qualify. NOTE: You must submit a copy of your transcripts as proof of any claimed education.

GS-09:
A. Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained either in the private or public sector) performing the following: (1) developing or delivering interpretive and/or environmental education programs; (2) directing or overseeing visitor services functions and activities; (3) compiling and analyzing data to support site programs and objectives; and (4) coordinating with managers, planners or resource specialists to identify recreation and visitor services program needs.
OR
B. Education: Successful completion of at least two (2) years of progressively higher level graduate education or master's or equivalent degree in natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resources, or another closely related field that provided the knowledge and skills necessary for successful job performance. NOTE: You must submit a copy of your transcripts as proof of any claimed education.
OR
C. Combination: Successful completion of a combination of education and experience. To calculate your combined amount, first determine the amount of your specialized experience as a percentage of the requirement listed in A above. Then determine the amount of your education as a percentage of the requirement listed in B above; then add the two percentages. The total must equal at least 100 percent to qualify. Status merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

Additional information

  • Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement.
  • Work may necessitate working early morning hours, night hours, and/or daytime hours and may
    require working holidays and/or weekends.
  • In some situations, work may take place in a remote environment and may require primitive camping and living skills for up to two weeks in duration.
  • Work is accomplished using various modes of transportation including two- and four-wheel drive vehicles, utility vehicles, mountain bikes,
    horseback, aircraft, raft, etc.
  • The incumbent may be required to maintain Fee Collection Officer, First Responder, Motorboat Operator Certification Course (MOCC), and/or equipment certifications.
Physical Demands: The work ranges from sedentary office work to field work. Field work may occur in rugged terrain; to include very steep, wet, muddy, snow covered, rough, uneven, or rocky surfaces. The work of the position requires physical exertion such as, but not limited to, driving over unpaved roads; walking over rough terrain or inclines; paddling, rowing, or otherwise operating watercraft; standing for long periods of time, bending, crouching, and stooping, digging, hiking, lifting, biking, backpacking, stretching, reaching, or similar activities. Work requires safe operation of 4x4 vehicles on unimproved roads and the physical stamina and ability to maintain and/or repair trails, trailheads, fencing, and other facilities in the field.

Working Conditions: Work is performed in both an office and field environment. Field work may occur in all types of weather conditions, terrain, and elevations. Work may take place in an extremely remote environment and may require primitive camping and living skills for up to two weeks in duration. During the summer months, temperatures can be above 100 degrees Fahrenheit. In winter, work may be required in temperatures at or below freezing.
