Summary

You will serve as a Park Ranger (Preventive Search and Rescue) (Seasonal) at Cabrillo National Monument. Park Ranger (Preventive Search and Rescue) apply laws and regulations to protect both visitors and resources of our National Parks, and ensure a safe visitor experience through patrols, emergency response.

Duties

Major Duties for GS-5:

  • Conduct regularly scheduled Preventative Search and Rescue (PSAR) patrols of various park resources such as backcountry and/or wilderness areas, park trails, campgrounds, parking lots, shorelines, rivers, docks, roads, concessions, etc. in accordance with well-established procedures and precedents.
  • Perform traffic/crowd control at park entrance stations, parking lots, and/or related locations
  • While on patrol, provide visitors with information and education to ensure their safety, obtain their cooperation, and facilitate safe visitor use of park resources.
  • Serve as a member of a Search and Rescue (SAR) Team on events that may require trail response, ground/hasty searches, helicopter evacuations, river rescues, body recoveries, and/or litter carries.
Major Duties for GS-7:
  • Provide administrative, operational, and logistic support to PSAR-related educational activities conducted by the organization in accordance with well-established practices and precedents.
  • Serve as a trip leader when accompanied by other staff, cooperators, groups, and/or stakeholders
  • Develop and present a substantial variety of formal and informal PSAR-related educational programs
  • Serve as a member of a Search and Rescue (SAR) Team on events that may require trail response, ground/hasty searches, helicopter evacuations, river rescues, body recoveries, and/or litter carries.

  • You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of their valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, selectee may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by selectee. Please indicate in your application whether you possess a valid State driver's license.

Qualifications

All qualifications must be met by the closing date of this announcement-08/31/2026-unless otherwise stated in this vacancy announcement.

To receive credit for experience, your resume MUST state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

To qualify for this position at the GS-05 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-04 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Park Guide or tour leader; environmental educator or teacher; law enforcement or investigative work; archeological or historical preservation research work; forestry and/or fire management work in a park, recreation, or conservation area; or other similar work. You must include months, years, and hours per week worked.
-OR-
EDUCATION: Successful completion of at least four years of education above high school (120 semester hours or 180 quarter hours) leading to a bachelor's degree with major study or 24 semester hours of course work in a related field. Related fields of study include natural resource management, natural sciences, earth sciences, history, archaeology, anthropology, park and recreation management, law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resources. You must include a copy of your transcripts at the time of application.

Successful completion of a combination of education and experience as described above. NOTE: Only education in excess of the first 60 semester hours (i.e., beyond the second year is creditable toward meeting the specialized experience requirement). Convert the total qualifying semester units into a percentage of the total educational requirement. Then take the number of months of full-time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include a copy of your transcripts at the time of application.

To qualify for this position at the GS-07 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: park ranger or tour leader; environmental educator or teacher; law enforcement or investigative work; archeological or historical preservation research work; forestry and/or fire management work in a park, recreation, or conservation area; management assistant, or program specialist work involving the development and implementation of policy related to protection, conservation, or management of park areas or similar operations; or other similar work. (Note: One grade interval work such as guide, clerk, assistant or technician work (Park Guide or Visitor Services Assistant) in a single grade occupational series at the GS-05 level does NOT qualify for this position, however GS-06 level experience may). You must include months, years, and hours per week worked.

EDUCATION: Successful completion of at least one full year of graduate study in one of the following fields: natural resource management, natural sciences, marine biology/sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement/police science, social sciences, wetlands ecology, or other closely related subjects pertinent to the management and protection of natural and cultural resources. One year of graduate education is 18 semester hours or 27 quarter hours. You must include a copy of your transcripts at the time of application.

Successful completion of a combination of education and experience as described above. To combine education and experience, first take the amount of qualifying graduate education and convert it to a percentage of the total educational requirement. Then take the number of months of full-time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include a copy of your transcripts at the time of application.

Physical Demands: This position includes a mixture of duties and responsibilities that can be both sedentary as well as extremely physically demanding. Positions assigned responsibility for patrols, all-hazard incident response, search and rescue, watercraft operation, etc. may require extended periods of standing, walking, hiking, riding, rowing, and carrying of heavy items weighing more than 50 pounds over long distances, to include safety and rescue supplies for injured/ill park visitors. Employees who participate in all-hazard incident operations in certain roles may be required to meet fitness requirements on a continuing basis.

Work Environment: The work can include moderate risks or discomforts that require safety precautions (e.g., exposure to extreme temperatures, climates, rough terrain, wild animals, pests, and/or insects). The incumbent may be required to use protective clothing or gear, such as masks, boots, gloves, etc. Some employees may be engaged in all-risk operations and be exposed to high risk and potentially dangerous situations which require a range of safety and other precautions.
