Major Duties and Responsibilities (MDRs):
This Partnership and Liaison Officer position is in the Directorate of Identity Intelligence (DII), which provides mission support to the rest of DII concerning policy, outreach, training, technology, and task management. This position is for the Mission Manager for Identity Intelligence (I2) Futures. In this role, you will work across DII and the I2 community to identify risks and opportunities affecting the I2 Enterprise and implement innovative solutions to minimize such risks and maximize opportunities. You will also seek feedback from DII's stakeholders on the impact of our products and services to inform resource planning efforts.
Review NCTC identity intelligence programs for efficiency and effectiveness and make senior recommendations for key improvements. Represent NCTC to other USG identity intelligence programs.
Plan, develop, and oversee the implementation of interagency activities and programs by coordinating and integrating the competing requirements and priorities of multiple stakeholders to ensure their effective cooperation and collaboration.
Plan, direct, and orchestrate inter-agency and cross-directorate collaboration on programs and objectives, and evaluate and assess these efforts to ensure that they are successful.
Identify intelligence resource gaps that are negatively impacting analysis efforts, and in collaboration with domestic or foreign partners develop and recommend strategies and procedures that are designed to reduce these gaps.
Manage and organize U.S. Government working groups, meetings, boards, and other forums to exchange information.
Plan, promote, and share information and knowledge within ODNI, across the IC, and with other government agencies, and in doing so, effectively recognize, value, build, and leverage diverse and collaborative networks within these organizations.

- Must be a U.S. Citizen residing in the United States
- Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- A two-year trial period is required for all new permanent appointments to the ODNI.
Qualifications
Required Qualifications:
Extensive experience with identity intelligence disciplines including watchlisting, screening, vetting, and targeting.
Extensive experience conducting risk or opportunities analysis and the ability to use the results of such analysis to ideate solutions.
Extensive experience with and knowledge of the IC, intelligence policy, intelligence operations, and situational awareness.
Extensive experience and knowledge of inter-agency coordination and operations to sustain effective working relationships with other U.S. Government departments, agencies, and centers.
Demonstrated ability to develop effective plans for complex interagency projects, taking into account a diverse range of considerations and ensuring that the activities can be successfully completed.
Demonstrated ability to manage sensitive matters and/or complex problems, make key contributions to group efforts, and exercise appropriate leadership and initiative.
Demonstrated interpersonal, organizational, and problem-solving skills, including demonstrated ability to work effectively both independently and in a team or collaborative environment.
Demonstrated ability to listen to, clarify, and convey understanding of others' ideas, comments, and questions as well as demonstrated ability to integrate and build upon diverse opinions in a manner that encourages the development of integrated solutions and way ahead strategies.
Demonstrated ability to communicate complex information clearly, concisely, and in a manner that is targeted to and meets the needs of diverse audiences with different perspectives and objectives.
Experience: Five years' experience in a related field.
Education: Bachelor's degree in a related field or equivalent job-related experience that would provide the necessary knowledge, skills, and abilities to be able to perform the functions of the position proficiently.
