Duties

Updates, modifies and customizes new designs for software system enhancements. Develops programming solutions for transaction processing, software system interfaces, input and output requirements, database queries, formatted reports and all other assigned development tasks. Cross-functional/module mentor and thought leader who works with the developer staff to cross train and provide senior technical knowledge and experience. Diagnoses integration and complex cross module issues requiring knowledge, which spans the application and the silos in which others work.

Leverages significant application and institution knowledge and experience to bring about elegant solutions. Concentrates on the technical aspects of the environment to improve performance, efficiency and customer satisfaction. Works directly with the HRMS Functional Analysts to document functional specifications for project development/system change requests. Documents technical specifications and builds custom solutions as required in response to agreed upon business requirements to meet or exceed customer expectations and deadlines. Evaluates, applies and retrofits customizations for application and system maintenance patches as required. Exercises proven software development methods and practices to ensure quality delivery of products and services. Understands and follows established change control methods.

Provides technical and application expertise in the assessment and resolution of operational system incidents and technical issues. Interacts directly with customers to troubleshoot issues and bring about resolution. Collaborates with team members, DBAs, System Administrators, Integrators, Network staff and product vendors as appropriate to coordinate, plan, and solve problems. Provides batch processing support and system issues that occur during normal duty hours and off duty hours as required.

Responsible for the administration, installation and integration of system fixes, updates, and enhancements. Investigates cyber security system related events and assists with remediation guidance. Runs and remediates IT security vulnerability scans, generating reports from IT security vulnerability scanning tools and working with output using tools such as Excel.
Provides support and input on HRMS networking required concepts to include subnetting, network devices (such as firewalls, routes, and switches), and log monitoring, evaluation, and review. Creates briefs and written reports of cybersecurity incidents, changes, and design plans. Reviews policies, procedures, and processes to manage and monitor the organization's regulatory, legal, risk, environmental, and operational requirements to ensure understanding of cybersecurity risk posed by commercial partners. Conducts risk management assessments to identify relevant threats to security, vulnerabilities, and the potential for exploiting those vulnerabilities. Develops plans and provides feedback to leadership when discrepancies arise.
Maintain knowledge of all aspects of cybersecurity and compliance, including Risk Management Framework (RMF), NIST 800-53 requirements and best practices. Apply STIGs on applicable software.

Performs or assists in application and system administration tasks to include infrastructure and environment support as required. Maintains expertise in PeopleSoft PeopleTools and related technologies including: Application Designer, PeopleCode, Workflow, Application Engine, Component Interface, File Layouts, SQR, Query, Application Messaging, Application Packaging, Change Assistant, XML Publisher, Integration Broker and SQL. Maintains high skill level and expertise with all assigned software tools. Proactively learns new applications, tools and technologies. Maintains strong technical and functional understanding of PeopleSoft in the areas of Human Capital Management to include HR, Payroll, Benefits, Time & Labor, Self-Service, Pension and Training Administration.

Develop system documentation and instructions. Assist in the development of the co-workers with cross training of particular areas of technology. Create and maintain project plans and schedules for assigned projects as required. Assist the HCM Supervisor with project and system status reporting. In the absence of the Supervisor, acts on their behalf as required.

Requirements collection, requirements analysis, solution analysis, design, development, coding, testing, implementation, maintenance and documentation for the PeopleSoft Human Capital Management System (HCM) suite.

EVALUATIONS:

Qualifications

Bachelor's degree in Computer Science, Information Technology or a related field appropriate to the work, or an appropriate combination of education and experience that demonstrates that the applicant has acquired the necessary knowledge, skills, and experiences to operate effectively in this senior technical position. Six years of progressive experience as a PeopleSoft Developer, which includes researching, designing, developing, migrating and testing PeopleSoft HCM. Demonstrated experience leading Enterprise PeopleSoft development and support.    Expert knowledge of; PeopleCode, PeopleTools, Workflow, Application Engine, Component Interface, Integration Broker. Expert knowledge of at least two of the reporting tools (PS Query, Tree Manager, PS/nVision, SQR, XML Publisher). Expert knowledge of one or more PeopleSoft application modules and integration between modules. Working knowledge of the PeopleSoft Internet Architecture, PeopleTools 8.50 and above, WebLogic and Tuxedo. Expertise in retrofitting customized objects (components, pages, fields, records, modified PeopleCode, etc.). Ability to debug complex PeopleCode and Application Engine programs. Experience with Oracle SQL required. Knowledge of Infrastructure & configuration of Application Server, Web Server and Process Scheduler as related to PeopleSoft is required.

Proficiency in maintaining all aspects of cybersecurity and compliance including Risk Management Framework (RMF), NIST 800-53 requirements and best practices. Expert knowledge and experience in implementing STIGs on applicable software, running and remediating IT security vulnerability scans, investigating cyber security events and assisting with remediation guidance, administration of fixes, updates and enhancements. Demonstrated experience with networking concepts to include subnetting and network devices (such as firewalls, routers, and switches, log monitoring and auditing) and in conducting risk management assessments to identify relevant threats to security, vulnerabilities, and the potential for exploiting those vulnerabilities. Must be detail oriented and team player. Strong analytical skills required. Eagerness to mentor junior staff. Must be able to work independently and manage multiple tasks. Strong problem solving and troubleshooting skills. Experience with both UNIX and Windows Server environments. Strong oral and written communication.

As an authorized and privileged user of Department of Defense Information Systems must possess or receive Information Assurance awareness by completing the Security+ Certification as a condition of access within six months of employment and thereafter must complete annual Information Assurance awareness training.
