Summary

You will serve as a Performance Assessment Representative in the Public Works Business Line, Facilities Contracts Management and Facilities Services (FMFS) Branch of NAVAL FAC ENGINEERING CMD WASH.

The salary range, including locality pay, for this position at the GS-09 level is: $68,405.00 - $88,926.00
The salary range, including locality pay, for this position at the GS-11 level is: $82,764.00 - $107,590.00

Duties

  • You will participates in pre-bid, pre-construction, pre-performance conference to discuss unusual construction/maintenance features and requirements for compatibility with administration of quality assurance methods and procedures.
  • You will prepare quality assurance plans, recommends variations in standard methods and procedures to meet unusual situations, and assures adequacy of material and equipment specifications.
  • You will establishes inspection schedules based on contract requirements, nature of work to be performed, and determination of critical inspection point involved.
  • You will recommend final adjustment to the Service Contract Manager.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field - Facilities Engineering - Level II. Certification is required within 24 months of appointment.
  • This position requires occaional travel from normal duty station. You must be able to travel on military and commercial aircraft.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

FOR GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as: 1) Assisting higher graded personnel in developing quality assurance plans or other assessment methods to evaluate contractor's work against measurable performance standards; 2) Assisting higher graded personnel in conducting site visits to monitor contractor performance for facilities maintenance services and construction projects; 3) Observing and analyzing operations to determine if work schedules are being followed by contractors; and 4) Assisting highier graded personnel in ensuring contractors follow the proper safety principles, practices, regulations, and standards applicable to operations such as facilities maintenance, repair and alteration, utility systems operation and maintenance, and base operations support functions.

FOR GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as: 1) Applying assessment methods to evaluate contractor's work against measurable performance standards; 2) Monitoring contractor performance for facilities maintenance services and construction projects; 3) Observing and analyzing operations to determine if work schedules are being followed by contractors; and 4) Ensuring contractors follow the proper safety principles, practices, regulations, and standards applicable to operations such as facilities maintenance, repair and alteration, utility systems operation and maintenance, and base operations support functions.

Physical Demands:
The work requires walking, kneeling, crouching, stooping, climbing ladders, and other awkward positions while inspecting buildings and grounds.

Working Conditions:
The works is performed indoors and outdoors. Incumbent is exposed to temperature extremes, dust, dirt poor ventilation, and dampness when inspecting grounds, exposed area, and void spaces under buildings.
