Summary

This position is assigned to Commander, Navy Installations Command (CNIC), Fleet and Family Readiness Department (N9), Family Readiness Division (N91), Work and Family Life Branch (N911). Incumbent serves as the primary resource or as part of the team for the local installation Fleet and Family Support Center (FFSC) Personal Financial Management (PFM) Program for Naval Air Station Joint Reserve Base Fort Worth.

Duties

Duties include but are not limited to:

  • Support all FFSC programs by serving as the primary resource and subject matter expert for financial-related education and materials and support local commands and area command financial specialists by serving as the primary resource and subject matter expert in tailoring personal financial management information, materials, and education programs to the local area. Develop and implement a program of direct counseling assistance to the total military family, providing financial literacy and education and training to individuals and groups on credit management, savings and investments, consumer affairs, debt liquidation, financial counseling, budget counseling, and other financial-related topics.
  • Utilize PFR course curricula to conduct training and prepare accompanying resource materials in accordance with the personal and professional training points across the military lifecycle, ensuring only CNIC approved financial educational content and material are used in all training and counseling activities. Provide nonbiased-financial counseling to military members, and upon request, to entitled military family members and other individuals. Handle privacy and confidentiality of all PII provided by the client or encountered during a counseling session in accordance with USN policy. Offer military members, civilians, and their family members referrals to approved external or on-installation agencies for cases that exceed the scope of the PFM program, to ensure clients receive specialized assistance and support, as needed.
  • Conduct Command Financial Specialist (CFS) training. Hold, at least quarterly, an area-wide personal financial management awareness forum or meeting to address current command issues, training on new developments, initiatives, or specific topics of interest, and answer questions CFSs may have. Conduct, at least semi-annually, an informational seminar for area command leaders to provide an introduction and overview of PFM Program services, assistance, and initiatives. Support return and reunion (R&R) efforts underway and active Emergency Family Assistance Center (EFAC) events, when necessary.
  • Serve as the primary point of contact for financial education and counseling services, connecting clients with appropriate resources within the Navy and in the broader community. Liaison with financial institutions located on the installation to promote military and family member awareness and use of their personal financial management counseling and information services. Assist military members with developing the financial portions of their family care plan and appropriate duty screenings. Develop local networks to enhance program delivery. Work with Staff Judge Advocate Legal Assistance in managing complex cases involving foreclosures, evictions, garnishment, and repossessions. Coordinate and refer clients to authorized local agencies, DON counterparts, and client creditors. Collaborate with and provide advice to command leadership and program personnel to leverage insights and coordinate financial readiness programs and services based on policy requirements and unique local area needs.
  • Conduct financial training and transition financial plan reviews for the Transition Assistance Program. Maintain and update records, e.g., training attendees, training evaluations, etc., utilizing the Fleet and Family Support Management Information System (FFSMIS) and applicable databases, in a timely and accurate manner. Establish and maintain a library or resource center of current financial information and resources (e.g., bankruptcy laws and options, consumer protection laws, money management, etc.) and provide authorized physical or digital materials to service members. Maintain local PFM Program certification standards IAW with CNIC FFSP certification standards. Attend DOD, DON, and CNIC financial training conferences, meetings, planning sessions, etc.
  • Disseminate pertinent financial management information within the local area via newsletters, emails, and/or social media to inform the local military community of programs and services. Conduct thorough reviews of Standard Operating Procedures (SOPs) and service delivery, based on local area needs, to ensure adherence to established policy, confidentiality, and quality assurance guidelines. Utilize CNIC approved self-assessments, feedback from required quarterly personal financial awareness forums, and various measurement tools to identify trends and utilize resources required to meet organizational needs.

  • Must be willing to relocate to reside within the local commuting area (50-mile radius) of Naval Air Station Joint Reserve Base Fort Worth.

Qualifications

A qualified candidate possesses the following:

  • Must have at least three (3) years specialized experience in providing professional personal financial management services.
  • A bachelor's degree or higher from an accredited university or other accredited institution of higher learning in a field such as personal finance; financial planning; financial counseling; consumer science; business administration/business management/business in finance with coursework in personal finance, financial planning, financial counseling, or equivalent; or in a major directly related to the position; or An equivalent combination of education and experience sufficient to provide professional personal financial management services. Education must include courses in a field described above, or related field.
  • An Accredited Financial Counselor (AFC) (or other Nationally Accredited Financial Certification, pending approval) certification within 2 years of assignment, and maintain AFC continuing education requirements for the duration of employment.
  • Comprehensive knowledge of a wide range of concepts, principles, and practices covering personal financial management and planning, i.e., financial counseling, budget techniques, credit management, insurance, savings, investment, taxes, relocation, retirement planning, and consumer education, issues, advocacy, and complaint resolution to research, identify, analyze, and solve intense and complex financial problems and train individuals and groups on mandatory financial-related topics.
  • Skill in utilizing computer-based training platforms, technological tools, and software applications to deliver training materials, and conduct training and counseling sessions.
  • Skill in developing, planning, organizing, conducting, and facilitating formal educational instruction (e.g., workshops, briefings, trainings, etc.) to large groups on a wide range of financial and consumer awareness topics.
  • Skill in interviewing individuals to establish the nature and extreme financial concerns and issues, assisting in developing their financial goals and plans and determining appropriate referral services and options.
  • Knowledge of management practices and procedures for program development, analysis, planning, and evaluation to support military readiness, retention, and mission accomplishment for personal financial readiness.
  • Skill in using verbal and written communication methods and techniques and various computer software, spreadsheets, word processing, and network programs (e.g., Word, Excel, PowerPoint, FFSC databases) to develop, analyze, evaluate, plan, organize, and clearly, concisely, and logically present facts; coordinate with various authorized civilian and military contacts to assist military members and civilian employees with resolving personal financial issues; and collaborate and network with military services and authorized civilian financial agencies on and off the installation.
  • Skill in collecting, evaluating, and disseminating information and assessing strengths, weaknesses, and needs of serviced population to establish program goals, objectives, and procedures.
