Summary
This position serves as the Personal Financial Readiness Specialist for the Fleet and Family Support Center, Commander, Fleet Activities Sasebo, Japan, and provides a broad range of financial services, including financial education and training, financial counseling, and information and referral services to help the Navy community meet their financial goals.

Conditions of Employment
- The incumbent must obtain an Accredited Financial Counselor or other Nationally Accredited Financial Certification, within two years of assignment.
- Must maintain Accredited Financial Counselor education requirement for the duration of employment.
- Possess a baccalaureate degree from an accredited college or a combination of education and
experience that equips them to serve as a personal financial management counselor.
- Submit an initial Financial Disclosure Statement, OGE-450, and annually thereafter.
- Complete a Command Financial Specialist Train the- Trainer course or equivalent training through a CNIC approved entity within 1 year of assignment unless already current in accordance with OPNAVINST, US Navy Personal Financial Management Program.
- Required to obtain and maintain a determination of eligibility for a Secret security clearance of access for the duration of employment which includes a background investigation and credit check.
- This position requires incumbents to obtain and maintain an official passport.
- May require TDY or deployment to other sites to provide services during crisis and disasters as an extension of the FFSC mass care and crisis response program.
- This position may require the incumbent to work overtime, including weekends or evenings, to meet work requirements.
Qualifications

- Comprehensive knowledge of a wide range of concepts, principles, and practices covering personal
financial management and planning, i.e., financial counseling, budget techniques, credit management, insurance, savings, investment, taxes, relocation, retirement planning, and consumer education, issues, advocacy, and complaint resolution to research, identify, analyze, and solve intense and complex financial problems and train individuals and groups on mandatory financial-related topics.
- Skill in utilizing computer-based training platforms, technological tools, and software applications to deliver training materials, and conduct training and counseling sessions.
- Skill in developing, planning, organizing, conducting, and facilitating formal educational instruction (e.g., workshops, briefings, trainings, etc.) to large groups on a wide range of financial and consumer awareness topics.
- Skill in interviewing individuals to establish the nature of extreme financial concerns and issues, assisting in developing their financial goals and plans and determining appropriate referral services and options.
- Knowledge of management practices and procedures for program development, analysis, planning, and
evaluation to support military readiness, retention, and mission accomplishment for personal financial readiness.
- Skill in using verbal and written communication methods and techniques and various computer software,
spreadsheets, word processing, and network programs (e.g., Word, Excel, PowerPoint, FFSC databases) to develop, analyze, evaluate, plan, organize, and clearly, concisely, and logically present facts; coordinate with various authorized civilian and military contacts to assist military members and civilian employees with resolving personal financial issues; and collaborate and network with military services and authorized civilian financial agencies on and off the installation.
- Skill in collecting, evaluating, and disseminating information and assessing strengths, weaknesses, and needs of serviced population to establish program goals, objectives, and procedures.
Education
A qualified candidate possesses the following:
A bachelor's degree or higher from an accredited university or other accredited institution of higher learning in a field such as personal finance; financial planning; financial counseling; consumer science; business administration/business management/business in finance with coursework in personal finance, financial planning, financial counseling, or equivalent; or in a major directly related to the position.
OR
An equivalent combination of education and experience sufficient to provide professional personal financial management services. Education must include courses in a field described above, or related field.
