Section 501 of the Rehabilitation Act of 1973 (amended January 3, 2017) applies additional affirmative action obligations to federal agencies. These obligations include providing Personal Assistant Services (PAS) to federal employees and applicants with targeted disabilities as defined in the Americans with Disabilities Act (ADA) (see C.F.R. 1614.203(d)(5). These services are the basic activities of daily living, such as eating and toileting, which persons with certain targeted disabilities may be unable to do independently. Without the availability of assistive services, these individuals may be unable to fully participate in the workplace. Additionally, NSA is required to provide PAS to personnel with targeted disabilities during work hours, during work-related travel, and during employer-sponsored events.
