Duties

Provides expert advice and direction and supports the Branch Head (MFR) with organizational goals and process improvements.  Creates policy and program coherence, and explores and develops complementarities and interdependencies between policies, procedures, goals and objectives, programs, protocols, and standards to create mainstreaming and synergy in the work of all Branch programs.  Monitors accomplishment of organizational goals for timeliness and acceptability.

Independently oversees day-to-day operations of ongoing complex programming of large scope and/or involving significant difficulty and responsibility that encompasses mission, function, operation, activity, laws, rules, and regulations authorized and funded by the agency.  Recommends operational guidelines for the full range of actions and standards for overall Branch operations when established guidelines have not been successful, do not apply or none are available. 

Recommends adjustments or modifications and provides input to program plans and policies providing best of current successful projects to stimulate development and improvement. Implements high visibility or complex program plans. Cultivates and maintains cooperative working relationships to promote negotiation and collaboration with representatives inside and outside the organization, and resolution of conflicts and controversial disputes over applicability of guidelines and operation of programs. 

Monitors project activities and resources for Branch programming to mitigate risks. Implements or maintains quality assurance processes.  Provides expert presentations and briefings on all aspects of Branch activities. Participates in reviews for all Branch programs.  Identifies program documentation requirements or procedures.  Oversees development and implementation of program marketing plans to ensure an integrated communication strategy for Branch programs.

Monitors progress toward organizational goals, evaluates, and recommends adjustments to improve Branch programs.  Identifies problems, determines accuracy and relevance of information, and uses sound judgment to generate and evaluate alternatives to make recommendations to improve programming.  Stays abreast of current methods, metrics, tools and techniques.  Recommends new approaches designed to make desirable changes in program administration and operation.  Reviews short- or long-term strategies and objectives, and coordinates with other organizations to accomplish goals.  Monitors research to test new and best practices. 

Monitors minimum standards governing branch programs, policy, procedures, and personnel, and makes recommendations to improve Branch operations.  Explains regulatory and legal requirements relevant to problem situations.   

Reviews proposed changes to program plans and project proposals to see that all statutory and regulatory requirements are met and ensure changes do not include provisions contrary to basic law.  Identifies provisions clearly not consistent with federal requirements and recommends action necessary to correct inadequacies. 

Confers with, advises, and counsels representatives within the agency, patrons, and representatives from agencies at the federal or local level.  Negotiates with professional societies and other organizations in the community to resolve conflicts and controversial disputes.

May work a fluctuating work schedule to complete work assignments outside of the typical work week and work hours.  May travel to complete work assignments and conduct or attend conferences and meetings. 

Supervises full performance level GS12 and NF4 support staff and equivalents.

Exercises seasoned analytical ability, judgment, discretion, and applies a thorough knowledge of strategic management principles, practices, methods, and techniques to continuously analyze accuracy of planning processes and procedures to recommend improvements. Responds to audit requests for information. 

Oversees development of technical data systems to manage programming.  Conducts and organizes analytical studies and analyses.  Makes recommendations on corrective actions, and conducts follow up inspections.  Plans, develops, and conducts analyses for current and projected programs to achieve goals and objectives.  Collects, verifies, and evaluates data from diverse sources and performs qualitative analysis. Evaluates quantitative results to identify significant factors, relationships, and trends to produce accurate and meaningful data. 

Develops and analyzes data to be used in preparing analytical and interpretative reports and guides of program operations in the Branch.  Reviews proposed changes in program plans and agency procedures to determine compliance with requirements.

Assists the Branch Head (MFR) in formulating, administering, and monitoring the operating and capital budget for the Branch.  Approves cost centers, monitors expenses, and ensures budgetary objectives are met.

EVALUATIONS:

Qualifications

Bachelor's Degree in business, professional development, education or a related field appropriate to the work of the position AND four years of experience in the occupation, or a related field or work area, OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above, OR appropriate experience that demonstrates that the applicant has acquired the knowledge, skills and abilities equivalent to that gained in the above. 

Program management experience is preferred. Knowledge and understanding of the Marine Corps organizational structure and knowledge and understanding of a wide range of Marine Corps policies and requirements relative to MF and Personal and Professional Readiness Programs to conduct strategic planning, research, perform policy development, and participate in study groups.  Knowledge and experience in Marine Corps-wide programming and budgeting, including processes/practices for the Marine Corps Headquarters element down to installation/programmatic level. Knowledge and experience with Marine Corps MF and MFR processes, including budgeting and planning; skill in program assessments and evaluations and finding effective solutions to unique or complex situations; ability to interpret and integrate policies, congressional language, executive orders, and DoD policies into Marine Corps programming and planning while accommodating program requirements and political consideration; coordination of multiple interests in the development of the Marine Corps MFR Program Objective Memorandum (POM) and associated resource documents, ability to communicate both orally and in writing.

Knowledge of goals and objectives, and operation of a myriad of programs to monitor sequence and timing of key program events and milestones, decisions, and alternative approaches to achieve mission objectives.  Demonstrated skill to organize and direct teamwork, and to negotiate with management to accept and implement recommendations. 

This position has been designated as a position of trust.  The incumbent must be eligible for an Access National Agency Check and Inquiries (ANACI/ Tier 3) background investigation travel and/or complete assigned duties that require access to classified national security information. Continued employment is subject to a favorable adjudication of the security investigation.
