Summary

The purpose of this position is to serve as a Pharmacy Resident Postgraduate Year One (PGY1) in a training position performing a variety of developmental assignments intended to increase or further the knowledge, skills, and abilities in the incumbent's area of expertise, and then transition to an advanced Pharmacy Resident PGY2. In the PGY2, the incumbent shall train in advanced areas of pharmacy practice, as well as perform assignments in pharmacy administration and healthcare leadership.

Duties

The PGY1-PGY2 pharmacy residency program is an organized and directed postgraduate training in a defined area of pharmacy practice with a secondary focus on leadership and administration. Upon completion of PGY1, the Resident will have refined skills in drug therapy management, disease state management, patient consultation, interviewing techniques, laboratory test interpretation, and physical assessment. The Resident will be able to communicate and function effectively with other health care professionals in the IHS and understand their roles and those of the organization. Upon completion of PGY2, the Resident will have significantly refined skills in hospital pharmacy leadership, pharmacy clinical service management, regulatory compliance, policy development, supply chain management, financial management, personnel management, medication safety, quality improvement, and strategic planning. The Resident will be able to communicate and function clinically at the highest level of their training, and administratively at the level expected of other health care leadership. Resident will perform the following:

  • Complete clinical and managerial assignments of moderate to advanced scope and complexity under the general supervision of the supervisor;
  • Apply of a number of standard principles, methods, and practices as necessary in order to adapt practices and techniques to specific situations; to adjust and correlate data; to recognize discrepancies and deviations in results; and to follow an operation through a series of detailed steps and/or processes in carrying out the work assignments;
  • Carry out foundational clinical pharmacy functions of drug selection, compounding, and dispensing, which involves a varied range of therapeutic agents; and
  • Provide information and consultative advice to pharmacy departmental staff, hospital leadership teams, and other department heads, and provide managerial and administrative program direction to support the strategic plan and the mission.

Measles, Mumps, and Rubella immunization required for selectees born after 1957 and seasonal influenza immunization is required for all staff working in Indian Health Service health care facilities.

The selected individual is required to obtain and maintain medical staff clinical privileges, including any licensure requirements. If privileges are not obtained or maintained during employment, the employee will be subject to adverse actions, up to and including removal from Federal service.

Qualifications

The Hiring Manager/Selecting Official will be utilizing an available flexibility wherein applicants who are currently enrolled and expected to complete the required education and obtain the required licensure/certification/registration with 9 month(s) of applying may be deemed tentatively qualified.

BASIC REQUIREMENT(S):
Education: A doctoral degree in Pharmacy that is recognized by the Accreditation Council for Pharmacy Education (ACPE) or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

Licensure: All applicants must have passed the North American Pharmacist Licensure Examination (NAPLEX) and the Multistate Pharmacy Jurisprudence Examination (MPJE). Applicants also must be licensed to practice pharmacy in a state, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Those who will be meeting the Education and Licensure requirement within the 9-month period will be tentatively qualified and referred. If selected, you will be required to provide Official Transcript and Valid Pharmacy License before appointment.

Medical Requirements: Applicants must be able to distinguish basic colors.

Basic Requirements for the GS-11 (or equivalent) Grade Level: Three (3) years of progressively higher-level graduate education leading to a Ph.D., Pharm.D., or equivalent doctoral degree.

Per IHS policy (SGM 21-04) IHS selectees to positions located in Federally operated hospitals, health centers, and clinics must be fully vaccinated for COVID-19 before entry on duty or have IHS approve a medical or religious exemption. Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave.
