Summary

The primary function of the Pharmacy Supervisor is management of daily operations of the pharmacy service to include responsibility for all activities and functions generated by this section on a daily basis. The Pharmacy Supervisor will manage unique and specialized pharmacy services provided to the various specialty patient care units in this Medical Center. The incumbent is responsible for timely evaluation of supervised pharmacists, technicians, and administrative personnel.

Functions:

Drug Dispensing
- Accurately dispenses all medications and medical supplies in a timely basis.
- Identifies incorrect and inappropriate prescriptions and medication orders and contacts the physician for correction.
- Reviews and accurately interprets written orders of physician, dentist and other health professions utilizing professional knowledge of drugs.
- Utilizes pharmacy automation in the drug distribution process (e.g., ScriptPro, Omnicell, etc). Manage the use of ScriptPro in the outpatient dispensing process. Ensure outpatient staff are adequately trained in the use and maintenance of the utilization automation and equipment.

Clinical Functions
- Evaluates physician's orders for appropriateness of therapy, incompatibilities, side effects and interactions of drug and drug products.
- Identifies patient medication problems and intervenes with appropriate solutions.
- Provides accurate, unbiased and cost-effective drug information to professional health care providers. Provides consultations by reviewing patient profiles and medication orders and improves patient medication education understanding and compliance.
- Provides patient care, which is appropriate to the cognitive, emotional, and chronological maturation needs of the adult and/or geriatric patient. Demonstrates the knowledge and skills necessary to provide care appropriate to the age of the patients served in his or her assigned service areas. Demonstrates knowledge of the changes associated with aging and possesses the ability to provide care based upon age related factors.

Administrative Functions
- Provides strict security of all controlled substances by reviewing all orders and records and conducts a perpetual inventory of all controlled substances.
- Resolves problems associated with drug distribution processes.
- Treats employees, patients, and visitors with courtesy, concern, compassion and cheerfulness.
- Represents pharmacy on various committees and workgroups in support of medical center goals.
- Supports and assists with pharmacoeconomic and cost containment initiatives.
- Supports ePharmacy, drug accountability, CSP program, Controlled Substance program, and other special programs as directed by supervisor.

Supervisory Functions
- Directs and inspects work of subordinates for accuracy and timeliness.
- Supervises, orients, and trains employees and students to ensure acceptable quality and quantity of work.
- Develops performance plans and standards that are realistic, challenging, and relate whenever possible to organization goals. Actively supports the application of EEO and ensures that each employee in section is aware of EEO policies.
- Establishes and maintains effective interpersonal relations with others which reflect a cooperative attitude. Routinely becomes involved in the recruitment of new pharmacy employees.
- Routinely interacts with human resources, labor relations, and AFGE to monitor and resolve employee performance and conduct variances.
- Supervises GS-12 Clinical Pharmacists, GS-6 Pharmacy Technicians, and GS-5 Secretary
- Serves as a consultant within Pharmacy Service and with other facility health care staff in evaluating health care delivery to patients. Routinely works with the CMOP pharmacy liaison and utilizes the CMOP website to report and resolve pharmacy quality assurance issues.
- Assess, plan and evaluate the pharmacy programs assigned to ensure proper coordination between the delivery of pharmacy services and the overall delivery of healthcare. As defined by VA Handbook 5005/36, Part II, Appendix G15, this will include making decisions which serve to enhance the distinctive and contributory role of pharmacists within the local institution and the total health care system. Accepts substantial and continual responsibility and accountability for planning, organizing, coordinating and controlling this complex outpatient pharmacy program. Participates in long range program planning and model development for effective delivery of outpatient pharmacy services. Assures implementation, maintenance and compliance with standards of professional practice.
- Manages and supervises the local pharmacy telephone care (customer service) call center in support of the national Pharmacy Customer Care Center (PCCC). Serves as a management liaison coordinating activity between the local pharmacy telephone care group and the PCCC. Serves as a liaison coordinating and/or assisting to resolve customer service requests sent to the local pharmacy telephone care group for CBOC customers.
- Assists with coverage of other Fayetteville VA Medical Center sites as needed. Interactions reflect positively upon VA Pharmacy with all customers.

Qualifications

Basic Requirements:

United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

English Language Proficiency. Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d).

Education.
(1) Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Verification of approved degree programs may be obtained from the Accreditation Council for Pharmacy Education, 20 North Clark Street, Suite 2500, Chicago, Illinois 60602-5109; phone: (312) 664-3575, or through their Web site at: http://www.acpe-accredit.org/. (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.)
(2) Graduates of foreign pharmacy degree programs meet the educational requirement if the 2 graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT).

Licensure. Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16.
NOTE: Individuals who have or have had multiple licenses and had any such license revoked for professional misconduct, professional incompetence or substandard care, or who surrendered such license after receiving written notice of potential termination of such license by the State for professional misconduct, professional incompetence, or substandard care, are not eligible for appointment to the position unless such revoked or surrendered license is fully restored (38 U.S.C. § 7402(f)). Effective November 30, 1999, this is a requirement for employment. This requirement does not apply to licensed pharmacists on VA rolls as of that date, provided they maintain continuous appointment and are not disqualified for employment by any subsequent revocations or voluntary surrenders of State license, registration or certification.

May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations: In addition to the basic requirements for employment in paragraph 2, the following criteria must be met when determining the grade of candidates.

GS-13
Experience. In addition to the GS-12 requirements, must have 1 year of experience equivalent to the next lower grade level.
[GS-12 requirements]:
1. Knowledge of professional pharmacy practice.
2. Ability to communicate orally and in writing to both patients and health care staff.
3. Knowledge of laws, regulations, and accreditation standards related to the distribution and control of scheduled and non-scheduled drugs and pharmacy security.
4. Skill in monitoring and assessing the outcome of drug therapies, including physical assessment and interpretation of laboratory and other diagnostic parameters.

Pharmacy Supervisor. Responsible for the professional and administrative management of an assigned area in pharmacy service, to include budgetary execution. Such individuals have responsibilities for supervising multiple pharmacists and technicians. Manages people, maintains effective interdepartmental relations, and cooperates with other services to accomplish the medical facility's mission and goals. Develops performance standards, assures that the program area is compliant with all regulatory and accrediting body requirements, designs and implements orientation and training programs for staff, and develops and maintains systems to monitor the performance of staff activities. Develops policies and procedures relative to their assigned area.

Pharmacists assigned to this position must demonstrate the following KSAs:
a. Ability to effectively supervise subordinate staff.
b. Ability to communicate orally and in writing to persuade and influence clinical and management decisions.
c. Expert understanding of regulatory and quality standards pertaining to pharmacy.
d. Skill in managing people or programs.

Preferred Experience:

At least 3 years of pharmacy supervisory experience.
At least 2 years of experience in the following areas:

-Inpatient pharmacy operations

-Clinical Pharmacy Practice (or completion of a PGY1 Pharmacy Residency)
