Summary

The Cheyenne VA Health Care System is looking to fill the vacancy for a Pharmacy Technician. This position is located within the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Cheyenne VA Medical Center, Pharmacy Service and is responsible for quality control and safety.

Duties:

  • Incumbent will provide coverage and support for all specialize areas listed below as well as function as a staff technician when needed.
  • The clinical pharmacy technician assures completion of routine cleaning and maintenance in the Pharmacy Automated Systems (ScriptPro, TCGRx, etc..) to ensure equipment is in proper working order.
  • Utilizes basic inventory management principles (including but not limited to ward inspections, expiration dating, cycle counts and emergency carts) to ensure routine inspections are documented and completed on schedule.
  • Organizes and processes outdated, unusable, and excess inventory identified with inventory management above for reverse distributor and possible return for credit or destruction.
  • Assists in effecting recalls of drugs, as required by checking applicable lots, informing appropriate personal, running reports and queries to identify parties involved and patient notifications.
  • Functions as resource person to all members of the pharmacy staff regarding quality and control aspects. Provides orientation and training, as required, for staff members, pharmacy technicians, pharmacy aids, etc.
  • Incumbent acts as the subject matter expert on automated dispensing cabinets and as the primary point of contact for automated pharmacy equipment.
  • Serves as a back-up to the Chemo Infusion technician, applies rigid aseptic techniques in preparing sterile solutions. Manufactures simple sterile products and ensures they are doublechecked by a registered pharmacist. Prioritizes drug orders according to established pharmacy procedures. Inspects the final product for accuracy, suitability, and elegance.
  • Performs scheduled cleaning and training to ensure compliance with USP 797 requirements.
  • Receives order, verifies, and stocks within Pharmacy, determines, establishes, and modifies, as necessary, appropriate ordering intervals, inventory levels, most efficient/effective ordering quantities, sources of supply, etc. of controlled substance medications.
  • Coordinates and maintains stock requirements analyses and recommends appropriate stock levels and quantities to order based on utilization trends considering outdates and usage.
  • Responsible for the proper storage of refrigerated, flammable drugs P & U listed medications and for placing controlled substances in a properly secured vault.
  • The technician serves as a back-up to the Controlled Substance program to include inventories, prescription filling, and controlled substance inspections.
  • Assures all aspects of controlled substance compliant with VHA and Federal guidelines. Functioning as resource person to all members of the medical center regarding controlled substance procedures, inventory status, and control.
  • Processes outdated, unusable, and excess controlled substance inventory for return to a third party distribution company for credit and/or trackable destruction.
  • Incumbent research all discrepancies and works with the Chief, Pharmacy Service to report and/or resolve all issues. Serves as Pharmacy representative during controlled substance inspections. Prepares controlled substances orders for double-check by a pharmacist as assigned. Maintains controlled substance inventory in the VistA controlled substance package and through the Pyxis vault system ensuring all additions and subtractions are correct, appropriate, and reviewed and signed-off by the Chief, Pharmacy Service.
  • Trains and orients new and existing pharmacy facility employees and students on proper policies and procedures.
  • Evaluates, analyzes, and coordinates workflow and work activities within a specialized area or section of the pharmacy
Work Schedule: Full-time, Mon-Fri; 8:00 AM to 4:30 PM

Pay: Competitive salary and regular salary increases.
Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year)
Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child.
Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66.

Qualifications

Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • English Language Proficiency. Pharmacy Technician candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f).
  • Education or Experience. (1) None required. (2) For all grade levels and positions that accept both education and experience to qualify, equivalent combinations of qualifying education and experience that total at least 100% are qualifying. The combined percentage is determined by adding total qualifying experience as a percentage of the experience required for the grade level to the education as a percentage of the education required for the grade level.
  • Foreign Education. To be creditable, education completed outside the U.S. must be deemed at least equivalent to that gained in a conventional U.S. program by a private organization specializing in the interpretation of foreign educational credentials.
  • Certification. For positions above the full performance level, the employee must pass a national certification exam and hold an active national certification through either: Pharmacy Technician Certification Board (PTCB), Certified Pharmacy Technician (CPhT). OR National Health career Association (NHA), Certified Pharmacy Technician (ExCPT).
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations:

Pharmacy Technician, GS-08

Experience. Candidates must possess one year of experience equivalent to the next lower grade level and demonstrate the KSAs below.

Certification. For positions above the full performance level, the employee must pass a national certification exam and hold an active national certification through either: (a) PTCB as a CPhT. OR (b) NHA as a ExCPT.

Knowledge, Skills and Abilities (KSAs). In addition to the experience above, the candidate must demonstrate the following KSAs for all GS-08 assignments and meet any additional KSAs for the assignment, if indicated:
  • Comprehensive knowledge of concepts, principles, methodology and policies in a specialized area or section of pharmacy (such as sterile compounding, controlled substances, automation, clinical pharmacy, contact center, etc.) Note: See Specialized Area.in the Definitions Section.
  • Skill in training and orienting new and existing pharmacy facility employees and students on proper policies and procedures.
  • Ability to evaluate, analyze and coordinate workflow and work activities within a specialized area or section of the pharmacy
Preferred Experience: Preferred experience with pharmacy automated systems and equipment, drug recalls and procurement, sterile products USP 797 requirements, controlled substance program and federal guidelines, inpatient and outpatient experience.
