Summary

The certified pharmacy Technician at the GS-8 level serves as the Controlled Substance Pharmacy technician, is responsible for the first line management of all controlled substances handled by the pharmacy at the Bay Pines VAHCS. This position requires thorough knowledge and understanding of federal, VA, and facility regulations regarding controlled substances and pharmacy processes in general and involves performing complex procedures over a range of functions.

Duties of this position at the Bay Pines Healthcare System to include but not limited to all services involving receipt, storage, fill, dispense, transfer, inventory, administration, waste, or destruction of controlled substances per Veterans Health Administration (VHA) Directives and Scope of Practice (SOP), as well as all Office of Inspector General (OIG) Directives and Health System Policy

Duties may include, but not limited to the following:

  • Ability to prepare, fill, and dispense controlled substance according to Directive, SOP, and procedures
  • Conducts regularly scheduled inventories every 72 hours and daily if needed according to regulations and SOP.
  • Assists the Controlled Substance Compliance Inspectors to complete the monthly inspections.
  • Effectively coordinates, manages, completes, and documents the purchasing of all prescription and non-prescription drug products and supplies by maintaining a comprehensive knowledge of the procurement and formulary process.
  • Maintains, verifies, stocks, and replaces outdated CS medications from stock - including inpatient wards, inpatient/outpatient storage cabinets and vaults.
  • Maintains accurate electronic inventory through decrementing prescriptions, entering received inventory, transferring to automated dispensing cabinets, dispensing on green sheets, and transferring to other dispensing vaults.
  • Follows Directive, SOP, and procedures for handling the destruction and return of controlled substance medication
  • Works with pharmacy procurement personnel by providing information regarding medications and supplies needed from the warehouse or wholesaler based on times used.
  • Assists, reviews, and makes recommendation in inventory control of controlled substances.
  • Monitors, analyzes orders, and usage/distribution patterns for questionable circumstances or unusual trends. Communicates potential problems to the Pharmacy Controlled Substances Pharmacist or Supervisor.
  • Provides training for pharmacists, interns, technicians, inspectors, students, and others in controlled substance accountability procedures.
  • Prepares, operates, restocks, and maintains complex automated dispensing cabinets and all necessary equipment supporting pharmaceutical patient care functions.
  • Maintains file of hard copy of hand-written CII-V prescriptions.
  • Resolves inventory discrepancies immediately when discovered by reviewing reports and contacting appropriate persons when needed. Reports discrepancies to pharmacy controlled substances pharmacist or supervisor for follow up.
  • Maintains security of controlled substances by controlling access to storage areas, and by ensuring that controlled substances are always kept in the locked, supervised area, specifically designated for controlled substance storage.

Qualifications

BASIC REQUIREMENTS

United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

English Language Proficiency. Pharmacy Technician candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f).

Education or Experience.
  • None required.
  • For all grade levels and positions that accept both education and experience to qualify, equivalent combinations of qualifying education and experience that total at least 100% are qualifying. The combined percentage is determined by adding total qualifying experience as a percentage of the experience required for the grade level to the education as a percentage of the education required for the grade level.

Foreign Education. To be creditable, education completed outside the U.S. must be deemed at least equivalent to that gained in a conventional U.S. program by a private organization specializing in the interpretation of foreign educational credentials.


GRADE DETERMINATIONS

Pharmacy Technician, GS-08:

Experience.
Candidates must possess one year of experience equivalent to the next lower grade level, GS-07. Pharmacy technicians at this level are nationally certified and can work autonomously using independent judgement to perform a full range of duties. These pharmacy technicians mentor and train lower graded pharmacy technicians in the practice setting. They assist advanced/ specialized pharmacy technicians and participate in performance improvement initiatives. At this level, pharmacy technicians use independent judgement to perform the full range of duties in the pharmacy. They also function as staff pharmacy technicians in various locations of the pharmacy, including pharmacy contact centers and other non-traditional pharmacy locations, with minimal oversight.

Additionally the knowledge, skills, and abilities at the GS-07 grade level are:
  • Knowledge of pharmacy technician principles, practices, concepts and theories providing for sound independent work.
  • Knowledge of the computerized prescription process and input of prescriptions and medication orders or electronic equivalent.
  • Ability to resolve pharmacy/medication issues with other members of the healthcare team, Veterans and external customers
  • Ability to train developmental pharmacy technicians and students.
  • Ability to dispense medication or sterile products following all regulations, policies and procedures to ensure safe medication distribution.
  • Ability to troubleshoot automated dispensing equipment (ADE) or technology platforms/databases.

Knowledge, Skills and Abilities (KSAs). In addition to the experience above, the candidate must demonstrate the following KSAs for all GS-08 assignments and meet any additional KSAs for the assignment, if indicated:

Demonstrated Knowledge, Skills, and Abilities. Pharmacy technicians at this level have a higher level of responsibility for specialized areas of pharmacy and are expected to independently carry out assigned tasks of considerable difficulty.
  • Comprehensive knowledge of concepts, principles, methodology and policies in a specialized area or section of pharmacy (such as sterile compounding, controlled substances, automation, clinical pharmacy, contact center, etc.) Note: See Specialized Area.in the Definitions Section.
  • Skill in training and orienting new and existing pharmacy facility employees and students on proper policies and procedures.
  • Ability to evaluate, analyze and coordinate workflow and work activities within a specialized area or section of the pharmacy

Preferred Experience:
  • Experience with Controlled Substances Management: Demonstrated experience in management, accountability, and control of scheduled drugs, including receipt, storage, filling, dispensing, transferring, inventory, administration, waste, or destruction of controlled substances.
  • Regulatory Knowledge: Thorough understanding and knowledge of federal, VA, and facility regulations regarding controlled substances and general pharmacy processes, complying with VHA Directives, SOP, OIG Directives, and Health System Policy.
  • Versatile Pharmacy Technician Skills: Ability to perform a variety of pharmacy technician duties, not limited to those involving controlled substances, demonstrating comprehensive proficiency in all tasks assigned within the pharmacy vault and beyond.
  • Experience preparing and dispensing medications. Competence in preparing and dispensing unit dose medications accurately and efficiently. This includes ensuring proper labeling, prepackaging, and adherence to protocols and regulations.
  • A minimum of 1 year of hospital experience. Experience working in a large, complex VA medical center as a pharmacy technician.
