The VA Bronx Healthcare System provides outstanding health care, trains America's future health care providers, and conducts important medical research. We provide health care services at 4 locations in Bronx, northern Queens, and Westchester counties. Facilities include our James J. Peters VA Medical Center and 3 community-based outpatient clinics in Queens, White Plains, and Yonkers.
The VA Bronx Healthcare System is one of the leading health care systems serving Veterans in the New York/New Jersey VA Health Care Network. We're an innovative care center within the Veterans Integrated Service Network 2 (VISN 2), which includes medical centers and clinics in New York, New Jersey, and Pennsylvania.
The Pharmacy Technician (Procurement) has operational responsibility for ongoing inventories of drug products and pharmaceutical supplies and their procurement.. The major duties and responsibilities of this position include but are not limited to:
- Assures that pharmaceuticals and supplies are procured and maintained in the most cost-effective manner.
- Maintains accountability of daily purchases and coordinates receipt, controls budget ledger, assures consistent delivery schedules are employed and handled in a manner mutually beneficial to the Acquisition & Materiel Management Service (A&MMS) and Pharmacy Service, and appropriately disperses stock into designated storage areas.
- Processes pharmacy procurement orders utilizing the government issued credit card, following all applicable rules and regulations.
- Keeps current on contracts, product availability, and prices to identify appropriate sources and ensures most cost-effective products are purchased through the Federal Supply Schedule (FSS).
- Utilizes the prime vendor to order FSS items, involving direct contact with the prime vendor via computer modem and placement and receipt of drug order after an assessment of the various contracts available and selection of the most cost-effective item.
- Utilizes knowledge of available contract information and patent right limitations to switch to alternate generic products when available. If an item is unavailable, decides whether to order an equivalent generic substitute, different strength, bottle size, or to wait and reorder the next day.
- Complies with all the acquisition regulations, Federal, VA and local to include mandatory sources/contracting hierarchy, the Javis Wagner O 'Day Act, and all socioeconomic (small business) categories.
- Ensures purchases comply with initiatives such as Green Purchasing, Affirmative Procurement, Rehabilitation Act of 1973, etc.
- Reconciles purchase card charges within the established time limits [the standard for reconciliations is 75 percent of charges have been reconciled within 10 calendar days after the charge (payment) information is delivered locally to IFCAP, 95 percent of the payments are matched within 17 days and 100 percent within 30 days].
- Provides approving official with all pertinent purchase card documents for approval by the same and maintains documentation as required.
- Executes authority to initiate and complete orders for controlled drugs, abiding by local requirements, VACO and DEA directives, and other state and local requirements that apply.
- Provides liaison with A&MMS in support of the high volume, scope, and complexity of the service required.
- Works closely with appropriate staff (administrators, information technologists, supervisory and other pharmacists, and other procurement technicians) to ensure seamless operation of the Drug Accountability Program.
- Takes a lead role in preparation, performance, reporting and analysis of periodic inventories of pharmaceutical and supply items as instructed by management with intent to maintain inventory turn performance that meets or exceeds goals and expectations.
- Assesses needs and utilizes an extensive knowledge of Pharmacy operations, policies, and procedures to provide training and orient new employees and other staff.
- Processes outdated, unusable, and excess inventory for return to respective manufacturers for replacement of usable formulary items or credit.
- Ensures that incoming stock orders are checked for accuracy, that quantity received corresponds to quantity ordered, and that incoming orders are immediately signed for.
- Performs related duties such as rotating stock when new orders arrive to minimize waste due to expiration and assisting in maintaining the orderliness and cleanliness of the Pharmacy.
- Performs any duties and special projects deemed necessary by the Chief, Pharmacy Service, for the proper operation of the Pharmacy Service
Work Schedule: Monday - Friday, 8:00am - 4:30pm. Alternating evening/weekend work as needed.
