Duties

If selected for this position as a Physical Security Specialist, GS-0080-09/11/12 your duties may include, but are not limited to the following:

  • Ensures all NIH-owned or -leased facilities are compliant with federally mandated physical security requirements with approved security systems that mitigate risks.
  • Reviews construction, renovation, repair, and major installation designs to ensure projects are in compliance with all federal physical security related policies.
  • Conducts Facility Security Assessments (FSAs), develops Facility Security Plans (FSP) to ensure adequacy and compliance of physical security measures, identify physical security vulnerabilities, and provide recommended solutions to improve physical security.
  • Supports senior specialists in the management of the life cycle of various NIH security systems - including design, development, installation, operation, maintenance, troubleshooting, and decommissioning activities to safeguard personnel, property, and scientific research.
  • Assists with contract management services during all phases of the acquisition process as it relates to physical security systems.
  • Assists with managing security systems to include physical access control systems to include but not limited to physical access control systems, intrusion detection systems, and vehicle and pedestrian barrier systems.

Qualifications

To qualify for a Physical Security Specialist position at the GS-0080-09 level, you must:
Demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-07 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: 1) conducting site-walks/inspections of facilities to observe and document physical security vulnerabilities; 2) interviewing key stakeholders and program managers to determine physical security risks of facilities; 3) ensuring facility compliance with physical security regulations or guidelines; and 4) collaborating with others on physical security issues.
OR
Completed a Master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree or an LL.B. or J.D., if related.
OR
Have a combination of post baccalaureate education and experience that meets 100% of the qualification requirements for this position.

To qualify for a Physical Security Specialist position at the GS-0080-11 level, you must:
Demonstrate in your resume 1 year of specialized experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: 1) performing work concerned with the physical protection of personnel, equipment, facilities, materials, and documents to protect against espionage, sabotage, damage, and theft; 2) performing physical security inspections on facilities to analyze problem areas or situations identified and develop appropriate corrective actions; and, 3) performing field checks and testing of newly installed security systems and troubleshooting existing physical security systems that are failing.
OR
Completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree or an LL.M., if related.
OR
Have a combination of post baccalaureate education and experience that meets 100% of the qualification requirements for this position.

To qualify for a Physical Security Specialist position at the GS-0080-12 level, you must:
Demonstrate in your resume 1 year of specialized experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: 1) planning and leading physical security assessments to include identifying and analyzing threats and vulnerabilities in order to determine appropriate countermeasures; 2) preparing and delivering reports and presentations to stakeholders with cost-saving strategies to mitigate identified physical security risks and advising management officials of vulnerabilities and deficiencies; and 3) providing guidance and instruction on security policies and procedures.

You will receive credit for all experience material to the position, including experience gained in religious, civic, welfare, service, and organizational activities, regardless of whether you received pay.
