Summary

This position is eligible for the Education Debt Reduction Program, a student loan payment reimbursement program. You must meet specific eligibility requirements per VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) & eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after review of the EDRP application. This position is in the Physical Therapy Section within the Physical Medicine and Rehabilitation Service of the VA Northern California Health Care System. The Physical Therapist (Supervisory) has full supervisory responsibility for the outpatient PT staff at the McClellan CBOC. The incumbent performs the duties related to planning, directing, and coordinating all aspects of the delivery of outpatient physical therapy at the CBOC listed above.

Major Duties include but are not limited to the following:

Administrative (minimum of 25% to 50% time dedicated to performing higher level duties listed below):
1. Works autonomously in effectively supervising, directing and assigning work to CBOC Physical Therapy Staff as well as providing general oversight to PT trainees and volunteers. Provides supervision of all clinical programs, and overall technical oversight of CBOC PT employees.
2. Displays knowledge of contemporary physical therapy across multiple settings including inpatient, outpatient, home care and skilled nursing homes. Coordinates delivery of care across these practice settings.
3. Demonstrates knowledge of VHA human resource administration by performing the following functions: recruitment, interview and selection process, performance management including disciplinary actions, and monitoring clinical privileges.
4. Develops and updates functional statements for positions under supervision.
5. Develops and updates performance standards. Assigns performance ratings as part of annual performance assessment cycle.

Clinical:
1. Demonstrates knowledge of contemporary physical therapy across multiple areas of practice. Provides guidance to staff therapists in applying current knowledge to the outpatient setting.
2. Regularly reviews CBOC PT programs to assure current methodology is incorporated in all clinics.
3. Demonstrates ability to make autonomous clinical decisions in a Direct Access environment with consideration for local Scope of Practice guidelines. This includes the ability to independently evaluate and treat patients who seek physical therapy services.
4. Reviews and screens patient's medical record for appropriateness of PT intervention, noting any potential risks or contraindications to treatment and to assist in guiding the evaluation process. Screens patients for readiness to begin PT.
5. Performs comprehensive evaluations and examinations of patients who have or may develop impairments, activity limitations, and participation restrictions related to conditions of the musculoskeletal, neuromuscular, cardiovascular, pulmonary and/or integumentary systems. Evaluations are conducted independently, and results are documented according to departmental and Medical Center standards.

Educational:
1. Identifies assigned staff's continuing education and training needs. Maintains competencies.
2. Organizes and implements an in-service training program (for and by staff/learners).
3. Organizes vendor in-services to provide therapy staff with education on state-of-the-art rehabilitation technologies.
4. Coordinates physical therapy representation at community and VA events.
5. Conducts in-services training programs for other services within the health care system as requested. Educates other facility personnel in the role and scope of Physical Therapy services and available programs.

Qualifications

Basic Requirements:

1. United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

2. English Language Proficiency: Individuals appointed under the authority of 38 U.S.C. chapters 73 or 74, to serve in a direct patient-care capacity in Veterans Health Administration (VHA), must be proficient in written and spoken English.

3. Education and Experience: The individual must meet at least one of the requirements below:
  1. Bachelor's degree in Physical Therapy AND five (5) years of progressively independent experience as a physical therapist. OR
  2. Master's degree in Physical Therapy AND two (2) years of progressively independent experience as a physical therapist. OR
  3. Doctorate degree in physical therapy.
NOTE: Individuals must be a graduate of a Commission on Accreditation in Physical Therapy Education (CAPTE) accredited college or university. The CAPTE is the only accreditation agency recognized by the United States Department of Education (USDE) and the Council for Higher Education Accreditation (CHEA) to accredit entry-level physical therapy programs. Verification of accredited programs may be obtained from the American Physical Therapy Association (APTA) at www.apta.org.

Foreign Graduates: Graduates of foreign physical therapy programs meet the Education and Experience if they have a full unrestricted and current license to practice physical therapy in a State, Territory or Commonwealth of the United States, or in the District of Columbia.

4. Licensure: Individuals must hold a full, current, and unrestricted license to practice physical therapy in a State, Territory or Commonwealth of the United States, or in the District of Columbia.

Grandfathering Provision: May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

All licensed PTs employed in VHA on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education and licensure that are part of the basic requirements of the occupation. For employees who do not meet all the basic requirements required in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply:
  1. Employees grandfathered into the GS-0633 occupational series as PTs may be reassigned, promoted up to and including the full performance (journey) level, or changed to lower grade within the occupation.
  2. PTs who are appointed on a temporary basis prior to the effective date of this qualification standard may not have their temporary appointment extended or be reappointed on a temporary or permanent basis until they fully meet the basic requirements of this standard.
  3. PTs initially grandfathered into this occupation, who subsequently obtain additional education and/or licensure/certification/registration, meet all the basic requirements of this qualification standard and must maintain the required credentials as a condition of employment in the occupation.
  4. If PTs who are grandfathered under this provision leave the occupation, the employee loses protected status and must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation.

Grade Determinations:

GS- 13 Physical Therapist (Supervisory)
  • Experience: In addition to meeting the basic requirements, one year of progressively complex experience equivalent to the GS-12 grade level.
  • Demonstrated Knowledge, Skills, and Abilities: In addition, the candidate must demonstrate all the following KSAs.
    • Knowledge of contemporary physical therapy across multiple areas of practice, and the demonstrated ability to apply this knowledge to provide clinical guidance to Staff PTs within the department.
    • Knowledge of human resources administration, including such functions as the ability to interview and select qualified applicants, monitor and evaluate performance, and maintain effective labor management relations within scope of responsibility.
    • Ability to effectively supervise, direct, and manage a physical therapy staff.
    • Skill in forging positive interpersonal relationships and conflict resolution.
    • Ability to analyze clinically appropriate data effectively to optimize quality, performance, and productivity within the section.
    • Ability to set priorities, delegate tasks, and solve problems in order to meet multiple deadlines and identify/address organizational problems.
    • Ability to manage advocacy roles and planning activities within the VA and the greater rehabilitation community.

The full performance level of this vacancy is GS-13. The actual grade at which an applicant may be selected for this vacancy is GS-13.

Physical Requirements: The clinical aspect of this work involves standing and walking for about 70-80% of a normal workday. The physical therapist must be able to squat, kneel, push and pull, and lift loads from the ground and from above shoulder height. The physical demand level as defined by the Department of Labor is 'Medium' requiring the occasional lifting of 20-50 lbs, the frequent lifting of 10-25 lbs and the constant lifting of 10 lbs during the normal workday.
Physical Therapy requires manual dexterity and coordination to use modalities such as ultrasound and TENS units, and to demonstrate the use of mobility equipment such as walkers and wheelchairs. In addition, physical therapists must be able to modify such equipment using tools.
