Summary

The Physical Therapy Supervisor position is under the Neurology & Rehabilitation Service at the Oklahoma City VA Health Care System (OKC VAHCS). The Supervisory Physical Therapist is responsible for the program management of the inpatient Physical Therapy and HBPC sections to include development of program goals, policies, program development, program structure, program staff supervision, oversight of the direct patient care and day-to-day operations

Clinical Responsibilities: As the Physical Therapy Supervisor duties included management of the clinical aspects of the inpatient and HBPC sections. The incumbent is required to provide overall clinical supervision to assure the proper coordination and delivery of care within the sections and the facility. The section promotes the prevention, remediation and rehabilitation of acute and chronic physical dysfunctions at the main facility.

  • Manages the day-to-day routine operations of the inpatient and HBPC Physical Therapy Sections.
  • Supervises and assign workload to staff in the delivery treatment and education of patients, families and caregivers.
  • Delegates work tasks and oversee work providing direction and feedback.
  • Maintains a consult management process, to ensure consults are acted upon timely and accurately.
  • Coordinates scheduling and the delivery of care, i.e., Inpatient Physical Therapy
  • Serves as a consultant to physical therapy staff, Neurology & Rehabilitation sections, and the facility sections in the physical therapy evaluating and treatment planning.
  • Collaborates and consults with facility clinicians regarding full assessment and care of needs vital to maintain a coordinated treatment program for veterans with multiple disabilities.
  • Resolves conflicts and/or issues hindering the delivery of physical therapy treatment services.
  • Performs all other duties/activities of a staff physical therapy 50-70% of the time.
  • Incumbent promotes, supervises, evaluates and prepares reports regarding any research activities in the Physical Therapy Section, based up the research outcomes of the various reporting tools based on incumbent recommends or makes decisions regarding incorporating emerging techniques or methodology into the inpatient and/or outpatient clinical programs. Incumbent acts as a subject matter expert regarding physical therapy related activities, services and/or issues as needed.
  • Knowledge of contemporary physical therapy across multiple areas of practice and demonstrated ability to apply this knowledge to provide clinical guidance to Physical Therapists, Physical Therapist Assistants, and other facility staff as needed.
Educational Responsibilities: The inpatient Physical Therapy Supervisor duties include coordination of continuing education, facility training requirements and management of training programs for Physical Therapy students/interns.
  • Identify developmental and training needs of employees, providing and making provisions for identified development and training.
  • Oversee, coordinate and monitor the student clinical affiliation program in support of the Education Service.
  • Develop and plan educational programs to include patient, family, caretakers and professional personnel.
  • Educate facility personnel on the scope of inpatient and/or outpatient physical therapy services/programs involving a variety of healthcare specialties and interdisciplinary teams.

Administrative Responsibilities: The incumbent provides leadership necessary to maintain an effective and productive workforce and ensure a continuous flow and exchange of information between employees and other facility personnel. Incumbent possess the ability to effectively supervise, direct, and manage a diverse physical therapy staff, including physical therapists and physical therapist assistants. Incumbent will be recognized as a source of sound advice by other supervisors within the facility. Specific responsibilities include, but not limited to:
  • Communicates administrative and clinics concerns to the Chief, Neurology and Rehabilitation Service, Administrative Officer and/or Program Analyst.
  • Responds to requests for information and/or action item requests in a timely manner to meet set deadlines.
  • Ability to set priorities, delegate tasks, and problem solve in-order to meet multiple deadlines, ever changing priorities and identify/address organizational concerns.
  • Assigns work to subordinates based upon priorities, with selective consideration of the difficulty and requirements of assignments and capabilities of employees. All assignments are planned prior to delegation with stated achievable expectations, goals and deadlines identified.
  • Ensures timely performance, satisfactory work, patient workload and quality of work meet expectation and performance measures.
  • Gives advice, counsel or instructions to individual employees on both clinical and administrative matters.
  • Coordinate team meetings for planning and developing program goals and objectives for the sections.

Qualifications

Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • English Language Proficiency. Individuals appointed under authority of 38 U.S.C. chapters 73 or 74, to serve in a direct patient-care capacity in VHA must be proficient in written and spoken English.
  • Education and experience. The individual must meet at least one of the requirements below:
    • (1) Bachelor's degree in Physical Therapy AND five (5) years of progressively independent experience as a physical therapist.
    • (2) Master's degree in Physical Therapy AND two (2) years of progressively independent experience as a physical therapist.
    • (3) Doctorate degree in physical therapy.
  • Licensure. Individuals hold a full, current, and unrestricted license to practice physical therapy in a State, Territory or Commonwealth of the United States, or in the District of Columbia.

Grade Determinations:

GS- 13 Physical Therapist (Supervisory)
  • Experience. In addition to meeting the basic requirements, one year of progressively complex experience equivalent to the GS-12 grade level.
  • Demonstrated Knowledge, Skills, and Abilities In addition, the candidate must demonstrate all the following KSAs
    • 1. Knowledge of contemporary physical therapy across multiple areas of practice, and the demonstrated ability to apply this knowledge to provide clinical guidance to Staff PTs within the department.
    • 2. Knowledge of human resources administration, including such functions as the ability to interview and select qualified applicants, monitor and evaluate performance, and maintain effective labor management relations within scope of responsibility.
    • 3. Ability to effectively supervise, direct, and manage a physical therapy staff.
    • 4. Skill in forging positive interpersonal relationships and conflict resolution.
    • 5. Ability to analyze clinically appropriate data effectively to optimize quality, performance, and productivity within the section.
    • 6. Ability to set priorities, delegate tasks, and solve problems in order to meet multiple deadlines and identify/address organizational problems.
    • 7. Ability to manage advocacy roles and planning activities within the VA and the greater rehabilitation community.

Preferred Experience: 2 years experience with inpatient and/or rehabilitation physical therapy care.

The full performance level of this vacancy is GS-13.

Physical Requirements: The OKC VA HCS has a no-lift policy. There are lifts available throughout the hospital/CBOC if heavy lifting is required. Frequent lifting up to 35 pounds with frequent bending, stooping, pushing, pulling, overhead reaching and getting up and down from the floor may be required during the performance of this therapy position.
