Summary

THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.

This National Guard position is for a Physician (Aerospace Medicine), Position Description Number T6001000 and is part of the ID 124 Wing, National Guard.

THIS POSITION IS PERMANENT

Duties

1. Serves as the locally recognized authority for administration of comprehensive clinical medical and physical assessments, and preventative medical services to assigned ANG personnel. Using mastery of and skill in applying professional and clinical Aerospace, Occupational and Preventative Medicine knowledge, practices, principles and theories, the incumbent:
Works independently and exercises sound judgment in accordance with the methods and practices of the medical profession and established medical/administrative policies affecting the quality and success of key programs essential to ANG readiness.
Provides inter-disciplinary medical advisory and consultative services; Performs comprehensive medical assessments including, but not limited to, annual preventive health pre- and post-deployment interviews, mental and deployment health assessments; pre-placement, occupational health, and separation health physical exams; fitness for duty evaluations; fly waiver, line of duty, and medical continuation determinations.
Coordinates with inter-disciplinary teams to gather facts and uses effective analytical and evaluative methods to prepare complex healthcare recommendations. Utilizes a thorough knowledge of military medical organizational structure, policies and procedures to review records/referrals and determine appropriate aeromedical and operational dispositions on line of duty and medical continuation determinations; separation history and physical exams; incapacitation pay; convalescent leave; and the need for disability evaluation system processing; flight and occupational exams and waivers.
Prepares comprehensive narrative summaries by reviewing all comprehensive medical records/referrals; ensuring accuracy, conciseness, and appropriateness before forwarding for review by the National Guard Bureau (NGB) and the Physical Evaluation Board or appropriate Waiver Authority.
Analyzes and identifies trends in medical assessments through review, comparison, and interpretation against complex medical standards, policies, and laws. This includes reviewing AF Form 2992, "Medical Recommendations for Flying or Special/Operational Duty Log", summarizing findings and reporting to the Deployment Availability Working Group. Provides expert clinical decision making and medical dispositions on a wide range of illnesses and injuries relating to Wing fitness questionnaires; duty limiting condition reports; notification of Air Force qualification status; and fitness for duty determinations:
Validates appropriateness of and adherence to medical care plans, ensuring implementation and compliance through mastery of and skill in applying sound medical judgment for pre- and post-deployment health, human immunodeficiency virus (can be designated HIV provider), automated neuropsychological, and psychological health assessments AND conducts records review and face to face meetings relating to the Exceptional Family Member Program.
2. Provides Aerospace Medicine support.
3. Actively participates in strategic planning to improve organizational direction as a member of the ANG medical unit leadership. Serves as recognized medical authority within the organization, when working with Federal, State, and local agencies on matters related to aerospace medicine, preventative medicine, personnel reliability, and occupational medicine.
4. Performs other duties as assigned

  • Must be board-certified in a Primary Care Specialty (Aerospace Medicine, Family Practice, Internal Medicine, Obstetrics, Pediatrics, or Emergency Medicine).
  • Physicians License required.
  • Must maintain current state licensure, Basic Life Support (BLS), and Advanced Cardiac Life Support (ACLS) or other named specialties.
  • This position is subject to Random Drug Testing.
  • Must possess knowledge of Dodi 6130.03, March 30, 2018 Medical standards for Appointment, Enlistment, or Induction into the Military services.
  • This is an Inclement Weather position. Incumbent may be required to report for or remain on duty during inclement weather.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. on-call duty hours.
  • Temporary Duty Travel may be required.
  • Incumbent may be required to participate in contingency readiness exercises, major accident response exercises, and investigations.
  • Incumbent of this position will be required to file OGE Form 450, Confidential Statement of Affiliations and Financial Interests.
  • Must be able to obtain and maintain privileging for the DOD/AFMS/ANGMS IAW DHA PM 6025-13 Vol 4 and DAFMAN 44-119.
  • Must maintain credentials requirements at all times (i.e. current and unrestricted state license, BLS, clinical competencies, etc.)IAW DHA PM 6025-13 Vol 4 and DAFMAN 44-119
  • This position is subject to provisions of the DoD Priority Placement Program.
  • Permanent positions require a 12-month trial period.
  • Militarily: Previous or current Mission Qualified Trained with 4 years working experience as a 48G3/4, 48R3/4, or 48A3/4.

Qualifications

BASIC REQUIREMENTS:

Degree: Doctor of Medicine, Doctor of Osteopathic Medicine or equivalent from a school in the United States or Canada. This degree must have been accredited by the Council on Medical Education of the American Medical Association; Association of American Medical Colleges; Liaison Committee on Medical Education; Commission on Osteopathic College Accreditation of the American Osteopathic Association (external link), or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

License: For positions involving patient care, candidates must have a permanent, full, and unrestricted license to practice medicine in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

Graduate Training: Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathy degree, a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting, i.e., a 1-year internship or the first year of a residency program in an institution accredited for such training. (This 1 year of supervised experience may be waived for research or administrative positions not requiring direct patient care.) For purposes of this standard, graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States
or Canada.

Additional Requirements for GS/GP-14
-- 4 years of graduate training in the specialty of the position to be filled or equivalent experience and training.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1.Knowledge of the principles of the specialization being filled (e.g. clinical, preventive medicine, including aviation medicine, occupational medicine and public health, research, teaching or training, disability evaluation, or administration) gained by experience performing diagnostic, preventive, or therapeutic services to patients in hospitals, clinics, public health programs, diagnostic centers, etc.
2.Knowledge of laws, regulations, policies, standards and instructions that govern medical practices.
3.Skill in diagnosis, evaluation and treatment of patients.
4.Ability to instruct, guide and advice providers, support staff and/or patients on medical issues.
5. Skill in the evaluation, diagnosis, and treatment of a wide variety of diseases and medical conditions to include but not limited to diabetes, hypertension, cardiovascular disease, asthma, arthritis, cancer, extremity injuries, and psychiatric/psychological disorders.

PART-TIME OR UNPAID EXPERIENCE:
Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
