Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the Medical Occupation DHA to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Serves as Medical Officer at a Military Entrance Processing Station (MEPS), a geographically-separated unit of the United States Military Entrance Processing Command (USMEPCOM).

Salary negotiation may be available for those candidates who are new to Federal service.

Duties

  • Ensures compliance with Occupational Health and Safety Act (OSHA) requirements and Privacy Act data protection standards, including USMEPCOM, Department of Defense and applicable service regulations and directives.
  • Reviews medical records, performing detailed medical histories and physicals in accordance with Department of Defense standards, evaluation of labs, completion and accurate profiling; and communicates with consultants and Service waiver authorities.
  • Reviews the results of all diagnostic testing performed in the MEPS medical department for disqualifying issues.
  • Conducts complete face-to-face medical histories on applicants who have completed the prescreen process as above and been authorized to process.
  • Evaluates for injuries, deformities, defects, disorders, etc of all systems including dental, psychiatric and behavioral disorders and a standardized orthopedic-neurological examination.
  • Determines if a more detailed physical exam of problem areas is required.
  • Communicates directly with applicants on issues regarding abnormal findings personally or in writing.
  • Communicate changes to the medical staff for input into the USMEPCOM unique applicant database.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • Degree: Doctor of Medicine or Doctor of Osteopathy from a school in the United States or Canada approved by a recognized accrediting body in the year of the applicant’s graduation.
  • Graduate Training: must have had and completed at least 1 year of supervised experiences providing direct service in a clinical setting, i.e., 1 year internship or the 1st year of a residency program in an institution accredited for such training.
  • Licensure: applicants must have a permanent, full, and unrestricted license to practice medicine in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
  • Credentials: prior to a final job offer, applicants must have required credentials reviewed and initial medical services appointment made by the Headquarters, United States Military Entrance Processing Command.
  • All Heath Care Providers must be able to obtain and maintain current Basic Life Support (BLS) training and certification that is sponsored or endorsed by the American Heart Association (AHA)
  • Successful completion of applicable Military Health System (MHS) GENESIS Training is required in order to access the MHS GENESIS System with 30 days of on-boarding and/or as required.
  • May be designated as the Chief Medical Officer during short absences.
  • Must maintain all regulatory required certifications/licenses.
  • May require travel to other MEPS to cover staffing shortages.
  • Credentials: The Assistant Medical Officer must maintain an active, unrestricted, state medical license at all times, which includes completion of CME credits as mandated by individual states.
  • Incumbent must be familiar with computer peripherals and associated software as needed to accomplish the mission.
  • Occasional shift work (before 0600 or after 1800 hours) may be required.
  • Occasionally may be required to work Saturdays.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • This is a Testing Designated Position (TDP)/Drug Testing position. This position is subject to a pre-employment screening, and random testing.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.

In order to qualify, you must meet the education AND experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Physician: Degree: Doctor of Medicine, Doctor of Osteopathic Medicine, or equivalent from a school in the United States or Canada. This degree must have been accredited by the Council on Medical Education of the American Medical Association; Association of American Medical Colleges; Liaison Committee on Medical Education; Commission on Osteopathic College Accreditation of the American Osteopathic Association, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. A Doctor of Medicine or equivalent degree from a foreign medical school must have provided education and medical knowledge equivalent to accredited schools in the United States. Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates, a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country, or successful completion of the U.S. Medical Licensing Examination.

Licensure: Applicants must possess a current, active, full, and unrestricted license or registration as a Physician from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

Graduate Training: Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathic Medicine degree, a candidate must have had at least one year of supervised experience providing direct service in a clinical setting, i.e., a one-year internship or the first year of a residency program in a hospital or an institution accredited for such training.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Experience/Training: Applicants must possess 2 years of graduate training in the specialty of the position to be filled or equivalent experience and training.
