Duties
The Pipefitter Leader will serve as an Engineering Service Contracting Officer Representative (COR) on the Plumbing Team at the VA San Diego Healthcare System. This position will be assigned medical center trades under the purview of the Plumbing Team, contractors, and vendors to response to emergency work orders and work orders as necessary. Incumbent will be responsible in ensuring the quality of work that is produced by contractors and shop personnel by the use of inspections, on-the-spot checks, work samples and customer feedback. This requires actively and continually developing and applying up-to-date working knowledge and skills and abilities through on-the-job training, experiences, review and study of technical and engineering publications, codes and standards and other career development and continuing education opportunities. Incumbent is required to keep all work areas clean and secure, observe safe work practices and perform other related duties when assigned. This position may be required to become familiar with different area functions and assist in those functions in the absence of section personnel, to the extent of the employee's competency and ability.
Duties include, but are not limited to:
Plans the use of subordinate workers, equipment facilities, materials on a week-to-week or month-to-month basis; establishes deadlines, priorities, work sequences, plans work assignments based on general work schedules, methods, and policies set by higher level supervisors; coordinates work with supporting or related work functions controlled by other supervisors; determines the number and types of workers needed to accomplish specific projects; redirects individual workers and resources to accomplish unanticipated work; informs sources to accomplish unanticipated work; informs higher level supervisors in the initial planning of current and future work schedules, budget requests, staffing needs, estimates, and recommendations as to scheduling projects.
The primary communicator in response to urgent matters concerning trouble calls and work orders and directs Plumbing Team personnel for response. Investigates work related problems such as excessive costs or low productivity and determines causes; implements corrective actions within authority to resolve work problems; and recommend solutions to staffing problems, engineering requirements, and work operations directed by other supervisors.
Assists the supervisor, Plumbing Team: Planning and establishing overall leave schedule. Determines training needs of subordinates. Arranges for its accomplishments. Developing performance standards. Recommends to the Supervisor concerning formal appraisals of subordinate work performance.
Performs Contracting Officer Representative (COR) duties for maintenance and repair jobs, maintenance contractors within the responsibility of the Plumbing Team and small level modifications at the VA San Diego Healthcare System as directed by the Maintenance Supervisor, Facilities Maintenance Manager and/or Chief, Operations & Maintenance Engineer.
Work Schedule: Monday - Friday, 6:00am-2:30pm

Physical Requirements: Incumbent must be able to stoop, bend, and ascend to various heights on ladders and catwalks. While in the plant, incumbent must be on the alert for any changes in noise levels as pertaining to equipment that is in operation. Incumbent must be able to lift at least 501bs. Incumbent will be required to pass a physical using PPE for entering asbestos containing environments. Incumbent will be required to stoop, crawl, and climb over duct work and piping while working on the structure or equipment.
Working Conditions: May work from ladders, scaffolding, and/or hydraulic platforms. The position requires working in uncontrolled environments, in inclement weather conditions, and in confined or uncomfortable spaces. Many work sites are hot, dirty, dusty, greasy, poorly lit, cramped and with unpleasant odors. Occasionally subject to possible dangerous working conditions including exposure to hazards normally encountered in the hospital trades and several types of infections. May be subject to electrical shock and/or electrical burns, cuts, bruises, and strains. Required to wear appropriate personal protective equipment as necessary to accomplish assigned tasks in a safe manner.
