To Qualify for GS-9: master's
or equivalent graduate degree
or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related
or 1 year equivalent to at least GS-7
To Qualify for GS-11: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education
leading to such a degree or LL.M., if related or 1 year of specialized experience- equivalent to at least next
lower grade level GS-9.
One (1) year of specialized experience, equivalent to at least the next lower grade (GS-9) in Federal service. Specialized experience may include: experience with land use and multiple use resource management planning; experience working on interdisciplinary teams responsible for land use planning and environmental analysis processes; reviewing planning and NEPA documents to ensure they are well-written and defensible; reviewing environmental documents to ensure compliance with applicable laws and regulations; maintaining planning and environmental analysis reports/database, and providing training and clarification on reporting requirements
Superior Academic Achievement (See OPM's General Policies,
Application of Qualification Standards Section 4.f.) S.A.A. must have been gained in a curriculum that is qualifying for the position to be filled.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
Physical Demands: The individual works primarily in an office setting at this level. There may be some walking, standing or bending. There is some infrequent field work in this position, therefore, the individual may on occasion be required to walk or ride vehicles or horseback over rough terrain, and perform duties that require recurring bending, crouching, stooping, reaching or lifting. Work may also include lifting of moderately heavy items, such as equipment and samples and boxes of files.
Work Environment: The work is performed primarily in an office setting for long hours and under tight deadlines. However when necessary to complete the work, there may be outdoor exposure. Outdoor exposure requires some discomfort in extremes of temperature or inclement weather.
