To qualify for a Plumber your resume and supporting documentation must support:
Applicants will be rated in accordance with the Office of Personnel Management Qualification Standard for Trades and Labor Occupations. Although a specific length of time and experience is not required, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties at the level for which you are applying. Emphasis is placed on how you gained the quality of experience, not necessarily the length of time, and the required ability or potential to perform the job. Applicants who do not meet the screen-out element (SOE) will be eliminated from further competition.
The SOE and minimum qualifications for this position is: the ability to locate and mark spots for openings through which pipes are to pass; threading and pipe bending operations; determining and marking guidelines; placing and connecting air, natural or manufactured gas, sewage and water fixtures, and clearing difficult stoppages in drain pipes.
Selective Placement Factor: Must possess a valid state driver's license. Must be able to obtain a certification for Backflow Protection Assembly Tester.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To be found well-qualified as an ICTAP applicant, individuals need to demonstrate the ability to: Performs work involving the fabrication, repair and maintenance of plumbing systems including sewage plants and pump stations, Performs the full range of journeyman level plumbing tasks including estimating material requirements, Installs, overhauls, modifies, repairs discs, valves etc., and extends the installation automatic sprinkler system, Working from building plans, blueprints and sketches, plans and layouts the routing, placement, slant, slope, fall, and operation of the system. Installs, modifies and repairs the sprinkler system in accordance with the NATIONAL FIRE PROTECTION ASSOCIATION 13 and 25.
Performs a variety of duties relating to water treatment for all of the water used by the depot e.g., boiler use and for human consumption.
Physical Effort: Required to stoop, stand, bend, kneel, climb and work in tiring and uncomfortable positions. Frequently lifts and carries equipment and parts weighing up to 40 pounds.
Working Conditions: Works inside and outside in prevailing weather conditions. Exposed to mud, water, dust, dirt and grease. Subject to infection from unsanitary work sites and injury from use of power and hand tools, climbing on ladders and occasional use of caustic soda and hot lead. The working conditions are a normal part of the job and have been considered in the evaluation.
Emergency Employee: This position is designated as an Emergency Employee. As an emergency employee, incumbent must report for duty when scheduled regardless of the status of the installation unless instructed otherwise. Early dismissal or closure announcements do not apply unless specifically instructed otherwise. Incumbent may be subject to mandatory overtime for responding to installation emergency situations. Emergency situations may include natural or manmade events which include but not limited to weather (snow, ice, flooding, wind damage, etc.); operation failures (escaping steam, ruptured water lines, power outages, etc.) or other unforeseen emergencies.
