Duties

This position is located in the U.S. Department of Homeland Security (DHS) Headquarters, Office of Strategy, Policy, and Plans (PLCY), Counter Terrorism, Threat Prevention, and Law Enforcement Policy (CTTPLE), Counter Transnational Organized Crime (CTOC) team. DHS PLCY provides policy development and coordination, strategy, planning, and analysis to the DHS Secretary and other Departmental leaders to facilitate decision-making and other critical matters that may arise in a dynamic homeland security environment. PLCY is responsible for strengthening our Nation's homeland security by developing DHS-wide policies, programs, and plans to promote and ensure quality, consistency, and integration across all homeland security missions. Within PLCY, the CTTPLE/CTOC section is responsible for developing, coordinating and prioritizing DHS policies, programs, and resources to address illicit activities of transnational criminal organizations, including the illegal movement of weapons and drugs, human smuggling, human trafficking, wildlife trafficking, and online child sexual exploitation and abuse, while aligning these efforts with DHS and broader federal government strategies.
Duties:
The Primary purpose of this position is to serve as a Policy Analyst responsible for providing CTOC policy development and coordination, strategy, planning, and analysis for the DHS Secretary and other Departmental and Component leaders.
Typical work assignments include:

  • Developing, coordinating, and prioritizing DHS policies, programs, and resources to address illicit activities of transnational criminal organizations, with a focus on counter human trafficking efforts.
  • Serving as a project leader or team leader responsible for establishing, revising, coordinating, and implementing program planning strategies, and policies focused on counter human trafficking efforts.
  • Engaging with internal and external stakeholders to coordinate DHS policies and strategies related to CTOC.
  • Providing expert advice in the planning and execution of complex management and program related analytical studies and projects in support of White House, DHS, or interagency strategies related to counter human trafficking efforts.

Qualifications

Qualifications required:
  1. Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
  2. Assisting with the development, coordination and integration of DHS strategies, programs, and policies in CTOC mission areas assigned to DHS by law or executive order, including counter human trafficking.
  3. Assessing the productivity, effectiveness, and efficiency of program operations.
  4. Identifying, analyzing and resolving gaps in DHS policy or operational activities.
  5. Developing administrative regulations or promoting program guidance for application across organization lines or varied geographic locations.
  6. Preparing, analyzing, and documenting reports.
  7. Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
  8. Serving as a project leader or team leader responsible for establishing, revising, coordinating, and implementing program planning, strategies, and policies related to countering human trafficking.
  9. Providing advice and guidance in the planning and execution of complex management and program related analytical studies and projects in support of White House, DHS, or interagency strategies related to CTOC efforts.
  10. Researching, preparing, and developing analyses or segments of analysis products addressing complex operational policies and functions.
  11. Conducting research and developing policy statements, briefing materials, Congressional testimonies or reports, or periodic status reports covering ongoing issues covered by CTOC policy.

  2. Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
