Summary

As a Policy Analyst at the GS-0301-15, you will be part of the Office of Commissioner Kotagal, Equal Employment Opportunity Commission. If selected, you will be responsible for advising the Commissioner on policy matters, assisting the Commissioner in effectively discharging the activities of the office, and performing a variety of confidential assignments and duties.

Duties

  • Serves as policy advisor to the Commissioner by rendering advice and policy interpretations regarding laws governing Equal Employment Opportunity.
  • Analyzes policy documents prepared by Office Directors and others throughout the Commission for responsiveness, timeliness and consistency with EEOC policy.
  • Develops background information for use in making policy decisions. Makes recommendations to the Commissioner. Researches, analyzes and presents data from a variety of internal and external sources.
  • Recommends changes to EEOC regulations and other documents. Assists the Commissioner in defining and presenting options on issues to be resolved by the Commission.
  • Represents the Commissioner in communications with personnel in other EEOC offices, employees of other governmental agencies, and community members.
  • Serves as the Commissioner's speech writer, providing speech writing and editorial support. Conducts presentations, writes speeches tailored to intended audiences, communicates orally, and represents the Commissioner through public speaking.
  • Serves as a definitive authoritative figure on speech writing within OCK and performs editorial reviews on sensitive written material and products developed throughout the organization and supported by commands.
  • Provides support to the Commissioner on special projects and assignments, such as preparing congressional testimony and information papers on a variety of issues, with audiences at the highest level of the Federal Government and Agency leadership.

Qualifications

For the GS-15: You must have at least one year of specialized experience equivalent to the GS-14 grade level to include: serving as a senior policy advisor to high-level officials on employment discrimination issues; researching, analyzing, and advising on equal employment discrimination policies; drafting speeches, talking points, and social media content; making oral presentations; liaising with reporters; planning outreach and education events; forming relationships with civil rights leaders; and providing novel solutions to complex EEO matters. The applicant must also have substantive experience with the Pregnant Workers Fairness Act; issues related to gender-based violence, harassment, and pay equity; and interagency collaboration regarding employment discrimination.

You will receive credit for all qualifying experience, including volunteer experience.

*Term: This is a Term Appointment that will last for the Commissioner's term and may be extended for a period Not to Exceed a max of 4 years. This position will terminate at the end of the appointment and will not be converted to a permanent position. In the event the Commissioner resigns before the expiration of her appointment, your appointment will expire on the same day. The agency has the right to terminate employment at any time during the NTE appointment period.

Relocation expenses will not be paid.
