Summary

This position is located in the Office of the U.S. Trade Representative, Executive Office of the President, Office of Labor Affairs, Mexico City, Mexico. Incumbent must speak, write, and be able to communicate in Spanish.

Duties

**The selectee will be temporarily assigned to Washington, DC until all travel arranagement are final for relocation to Mexico City, Mexico. This is a temporary assignment, Not-to-Exceed Three (3) years.

As a Policy Analyst (Trade/Labor), GS-301-15, your typical work assignments may include the following:


The incumbent is responsible for the monitoring and execution of labor-related trade policy in Mexico, including work under the United States - Mexico - Canada Agreement (USMCA). This will include significant work under the USMCA Rapid Response Labor Mechanism, stakeholder engagement, and engagement with the Government of Mexico.

  • Develops policy options for consideration by USTR leadership.
  • Engages extensively with stakeholders in the business and labor communities, with workers and their representatives, and with foreign partners.
  • Prepares memos, briefing materials, and statements for the USTR, Deputy USTRs, and other senior executives.
  • Formulates, develops, and/or initiates development of U.S. policy positions on international trade and investment issues for consideration by higher level policy makers in the interagency trade policymaking process.
  • Serves on a variety of task forces and committees related to labor issues in Mexico to analyze specific problems or issues related to trade policy.

  • Employee is required to submit an initial and annual OGE/SF-450 (Financial Disclosure) .
  • In the performance of assigned duties, employee uses tact, diplomacy, and professionalism to promote effective working relationships with a variety of offices and agencies.
  • This is a Language Designated Position.
  • Mobility Agreement may be required.
  • Incumbent must speak, write, and be able to communicate in Spanish.

Qualifications

MINIMUM QUALIFICATIONS REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the Office of Personnel Management Qualification Standards.

Selective Placement Factor (SPF) are special qualification requirements in addition to the minimum requirements, that are essential to successfully perform the duties of this job. TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector.

You may qualify at the GS-15 level, if you fulfill the following qualification requirement:One year of specialized experience equivalent to the GS-14 grade level in the Federal service or equivalent experience in the private sector that demonstrates:
1)Leading or participating in U.S. delegations to international trade negotiations and conference issues; AND
2) Preparing positions and strategies for consultations and negotiations with foreign governments on trade issues; AND
3) Developing reports and recommendations for U.S. policy positions on issues related to negotiation or administration of trade agreements with foreign governments.

Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
