Summary

This position is part of the, The Privacy and Civil Liberties Oversight Board. The incumbent will be responsible for supporting the Board's review of national security programs, including evaluating and describing the technical elements of counterterrorism programs and providing technical analysis of these programs' potential risks to, and protections of, privacy and civil liberties.

Duties

  • Support teams in developing investigative plans, gathering information, and conducting research for complex investigations and/or reviews of national security programs.
  • Support and advise teams in reviewing and analyzing technical and policy aspects of federal counterterrorism programs pursuant to the Board's mission to ensure that both existing and proposed policies and programs adequately safeguard privacy and civil liberties.
  • Summarize technical information received from the intelligence community and other agencies, extract essential information, and effectively communicate findings to other staff and Board members including by preparing memoranda for, making recommendations to, and briefing the Board.
  • Assist in drafting Board reports evaluating technical aspects of privacy and civil liberties safeguards in efforts to protect the nation from terrorism and other Board reports to the President, Congress, and the public, as well as drafting congressional testimony, letters, and other documents to carry out the Board's responsibilities.
  • Represent the Board in interactions with officials from other departments and agencies of the Federal government, the private sector, and non-governmental organizations, as required.
  • Perform other duties as needed to assist the Board in its operations.

Qualifications

For the GS-13 and GS-14 Equivalencies:
Must hold a bachelor's or equivalent degree in the following fields of study: Computer Science, Engineering, Mathematics, or other similarly related field of study.

For the GS-14 Equivalency:
Must hold a graduate or equivalent degree in the following fields of study: Computer Science, Engineering, Mathematics, or other similarly related field of study; OR have 3 years relevant work experience equivalent to the GS-13 grade level.

-AND-

At the AD-00 level (GS-13 Grade Equivalency), you must meet the following qualification: One year of specialized experience equivalent to at least the GS-12 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to: researching, reviewing and analyzing federal counterterrorism programs; determining how technologies are used as part of government programs (or comparable programs); maintaining knowledge of developments in any areas of technology or science pertinent to government national security, counterterrorism, law enforcement, or intelligence programs; developing investigative plans; utilizing superior oral and written communication skills; and experience analyzing privacy and civil liberties-related issues and national security.

At the AD-00 level (GS-14 Grade Equivalency), you must meet the following qualification: One year of specialized experience equivalent to at least the GS-13 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to: researching, reviewing and analyzing federal counterterrorism programs; leading projects or teams in determining how technologies are used as part of government programs (or comparable programs); maintaining knowledge of developments in any areas of technology or science pertinent to national security, counterterrorism, law enforcement, or intelligence programs; developing investigative plans; evaluating efforts to protect the nation from terrorism; utilizing superior oral and written communication skills; and experience analyzing privacy and civil liberties related issues and national security.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

Education

SERIES/GRADE: The agency uses the Administratively Determined pay system in which rank is attached to the individual.

Telework Suitability:

  • The duties of this position are suitable for occasional telework and the selectee may be allowed to telework with supervisor approval and if they meet the eligibility criterion in the 2010 Telework Act.
