Duties
Serves as claims and portability specialist for Non-appropriated Fund (NAF) Employment Portability issues. Provides technical advice and assistance on issues and identifies impact on benefits elections related to case-by-case employment portability moves from NAF positions to NAF positions, and Appropriated Fund (APF) positions to NAF positions and NAF to APF to NAF positions.
Stays current with up-to-date information as provided by Office of Personnel Management (OPM) and the Department of Defense on all issues pertaining to portability of benefits legislation, to include updates on the: Federal Employees Retirement System (FERS), Thrift Savings Plan (TSP) and Civil Service Retirement System (CSRS) as well as Federal Employee Health Benefits Program and Federal Employee Group Life Insurance. Reviews OPM Benefit Administration Letters (BALs) and determines applicability/requirements of BAL regulation guidance.
Adheres to OPM and DoD guidance on applicable legislation to compute employee/employer rate changes to FERS/TSP as appropriate. Updates HRMS on new/revised legislative requirements, to include completion of PeopleSoft modification requests to ensure appropriate HRMS updates are accomplished accurately and on time. Works directly with HRMS team on required modifications.
Verifies and processes personnel/payroll information from all applicable APF payroll/finance offices/HROs for data entry from Non-appropriated Fund Instrumentalities (NAFI) s whose payroll is not processed through the automated payroll system to ensure compliance with applicable legislation (P.L. 104-106; P.L.107-107 5 U.S.C. etc.). Collects, audits and summarizes statistical data in chart and narrative form frequently in automated spreadsheet format.
Drafts computations for annual budget projections/statistics for all portability retirement and savings plans. Works directly with senior portability SME as required on budget submissions pertaining to portability.
Verifies eligibility for continuation of FEHBP and FEGLI group insurance under portability retirement provisions. Responsible for set up of new insurance enrollments and maintaining current enrollments in PeopleSoft. Coordinates with HRMS regarding the requirement to add new FEHBP as appropriate, to include required employer/ employee rates, plan addresses and effective dates.
Coordinates directly with OPM for Civil Service Insurance (CSI) number for FEGLI death claims. Processes and submits FEGLI death claims to OFEGLI.
Audits, validates, Computes and remits monthly FEHBP and FEGLI payments to OPM, utilizing required Standard Forms. Verify and reconcile monthly retiree deduction reports and premium notices. Complete quarterly FEHBP reporting requirement via National Finance Center (NFC) online Centralized Enrollment Clearing House (CLER) for OPM reconciliation.
Monitors FEHBP annual open enrollment dates/requirements. Obtain and distribute open enrollment materials to applicable retirees. Draft and distribute formal notification of changes premium rates. Ensure that all rate changes are updated in PeopleSoft accurately and on time.
Serves as a Marine Corps representative on DoD benefits committees for issues regarding pension and/or portability as required. Ensures current information on all aspects of portability legislation is provided and provides guidance to field commands Marine Corps wide.
Computes monthly administrative fees for plans as required. Assists with development of the annual budget process as needed. Coordinates directly with Program Manager on budget requirements.
Calculates retirement annuities and estimated annuities for regularly employed NAF employees and portability participants. Ensures receipt and maintains records of FERS service for portability employees. Calculates retirement estimate for FERS covered portability employees and submits completed FERS retirement packages to OPM.
Gathers information from a wide variety of sources to determine entitlement to medical, dental, life insurance, group retirement, long-term care and the 401(k) plan for employees and retirees. Checks and reviews information provided to personnel offices at field commands for accuracy and completeness.
Prepares oral and written briefs for presentation. Composes correspondence in compliance with the Naval Correspondence Manual using proper punctuation, capitalization, spelling, and grammar. Keeps social media sites and MCCS intranet updated with the most current information.
This is a white-collar position where occasional lifting up to 20 lbs. may be required.
