This is an Excepted Service position under Title 42. Applications will be accepted from all groups of qualified persons, including active-duty Public Health Service officers. No previous federal experience is required. This appointment does not confer any entitlement to a position in the competitive service and may provide entitlement to Merit Systems Protection Board (MSPB) appeal rights. Duties

The incumbent will:

  • Serve as the alter ego to the Center Director, providing executive leadership, direction, planning, coordination, and strategic vision to the Center on policies, activities, and operations in the scientific management of center programs.
  • Provide scientific guidance and leadership to international, national, state and/or local government agencies, universities, health-related organizations, private and public foundations, and professional associations, in activities to improve critical public health problems/issues.
  • Serve as scientific advisor to the Center Director, and other senior staff, on science issues in public health, medical science, epidemiology, biostatistics, economics, behavioral science, and related disciplines, which are frequently complex or controversial and often involving analyses and assessments resulting in policy decisions along with CDC's relationships with other U.S. governmental agencies (Federal, state and local, as well as international governments and domestic and international non-governmental organizations).
  • Serve as a supervisor and manager with joint authority over the substantive programs, missions, and functions of the Center.
  • Represent the Center with CDC leadership at all levels and with external partners to ensure that the organization is consistent with Agency goals.

Qualifications

Current federal employees must be at or equivalent to the GS-14 grade level or above to be considered for this position.

Current active-duty PHS officers must have served or be serving in an O-6 billet/position to be considered for this position.


Basic Qualifications for RF-0601:
Applicants must possess a degree with a major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained. In addition to the basic qualifications requirement, a Ph.D. in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position is required.

Additional Requirements:
In addition to meeting the Basic Requirements, applicants must also possess one year of specialized experience which has equipped the applicant with the particular knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position, such as experience such as experience executive-level experience leading and/or providing consultation and statistical, epidemiological, clinical, behavioral, and laboratory research services to assist state and local health departments as well as national, state and local non-governmental organizations in the planning, development, implementation and overall improvement of infectious diseases prevention programs. Typically, experience of this nature is gained at or above the GS-14 grade level in the Federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

The executive level compensation package is commensurate with qualifications and experience and may result in a higher salary than reflected above.
