Summary

This position is located at the Joint Force Headquarters-State (JFHQ-ST), Office of The Adjutant General (TAG) in Austin, TX. This position has direct and unimpeded access to TAG and all other National Guard Commanders in the state, to include the immediate Commander of both the victim and the accused. This position directly supervises and evaluates activities carried out by the SARCs and SAPR Victim Advocates (VAs).

Duties

As a Principal Sexual Assault Response Coordinator (TITLE 5) with the Texas National Guard, your duties will include, but will not be limited to:

  • Execute and Service level sexual assault policy at the state level and serve as the principal advisor to state leadership advising on all SAPR-related matters and implementation of SAPR strategy.
  • Manage and oversee planning, implementation, and evaluation of all SAPR activities at the state level; adapt SAPR activities according to state risk and protective factors; and set strategic goals to align to organizational level policy and SAPR mission.??
  • Formulate state SAPR program objectives and priorities and implement plans consistent with the long-term interest of the state. Provide expert advice on trauma-informed practices; cultural competence; and ethical considerations and guidance to address complex cases, ethical dilemmas, and challenging situations
  • Manage, assign and oversee a 24 hours per day, 7 days per week response capability for victims of sexual assault within their area of responsibility.
  • Create and update the installation SAPR Standard Operating Procedures.
  • Serve as the state co-chair of the monthly sexual assault Case Management Group (CMG).
  • Serve as the single point of contact for state level command notification regarding sexual assault reports within their AOR.
  • Collaborate and maintain liaison with key internal and external military and civilian stakeholders.
  • Brief any issues and solutions related to the implementation.
  • Collaborate and coordinate with other SARW professionals to ensure successful and timely case transfers through active communication between states, participation in meetings with SARCs and Commanders, and successful transfer of DSAID case.
  • Assess, identify, and advocate for adequate staffing.
  • Develop and collaborate with relevant stakeholders on SAPR public awareness campaigns.
  • Analyze SAPR program.
  • Provide information and advice on how to manage trends and characteristics of sexual assault crimes in the AOR and mitigate the risk factors that may be present within the associated environment.
  • Address and resolve ethical dilemmas related to sexual assault response amongst SAPR personnel. ?
  • Advise state leadership on the development of Memoranda of Understanding or Memoranda of Agreement related to SAPR within the state, as necessary, to maximize cooperation, reciprocal reporting of sexual assault information, and consultation regarding jurisdiction for the prosecution of service members involved in sexual assault.??
  • Apply advanced strategies for skilled communication, including developing rapport and actively listening, prioritizing victim self-determination and informed decision making, to perform victim advocacy and support duties for adult cases of sexual assault as outlined in DoD and Service policy and as required to support a temporary surge or vacancy.
  • Supervise all National Guard SARCs and SAPR VAs within the state.
  • Task SARCs and SAPR VAs with SAPR duties, provide technical expertise and oversight, and collaborate with rating official on performance feedback. ?
  • Define program objectives, administratively and technically direct the work of SARCs and SAPR VAs and offer guidance regarding performance.
  • Manage staff training requirements by establishing individual development plans.
  • Oversee the training and certification status of SAPR personnel within their AOR and collaborate with human resources offices to ensure certification levels are attained within the specified timeframe.
  • Implement a transparent and fair performance evaluation process for SAPR personnel.
  • Hear and resolve complaints from personnel, referring group grievances and more serious unresolved complaints to a higher-level supervisor, manager, or program within their AOR.
  • Ensure that staff are appropriately recruited, selected, appraised, and rewarded.
  • Performs other duties as assigned.

  • The employee may be required to carry an electronic device (cellular phone) to facilitate immediate access for response to reported sexual assaults. An on-call roster is developed to facilitate 24/7 capabilities, including the Brigade SARCs, Wing SARCs, to include Alt SARCs VAs, and collateral duty Victim Advocates when employees are off duty, on official leave, or TDY.
  • The position is covered by the Domestic Violence Misdemeanor Amendment (30 September 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • The employee may be required to travel in military and/or commercial vehicles to perform temporary duty assignments.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by TAG.
  • Background checks against all records as required by law, OPM, DOD, Army, Air Force, NGB policy and regulation will be conducted, prior to entering on duty in the position and, IAW governing regulations, on a recurring basis while employed in the position.
  • Requires successful completion of an 80-Hour Foundation Course/SAPR training course and completion of all requirements to obtain D-SAACP Certification within 6 months of hire.

Qualifications

Specialized Experience:


At least one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector with experience, education or training analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various social science resources. Must have knowledge of the organization and its mission and utilized the organizational staff procedures. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of social science program operations carried out by administrative or professional personnel, or substantive administrative support functions. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.

Education

Individual Occupational Requirements are required for this position.

A degree in behavioral or social science, or related disciplines appropriate to the position that included at least 24 semester hours of course work in the behavioral or social sciences.

A combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field that included at least 24 semester hours of course work in the behavioral or social sciences.

Additional information

Conditions of Employment:

Condition 1: The SAPR Professional is required to obtain within 60 days of appointment to a Position of Trust and Moderate Risk; the employee must have a favorable completion and award of a Tier 3 background investigation as directed by DoD and NGB to conduct duties and responsibilities as a SAPR Professional.
Condition 2: Within 90 Days of appointment as a National Guard SAPR Professional, even if currently D-SAACP certified, the newly appointed employee will be required to complete the NGB Joint Course.
Condition 3: Within 120 days of appointment, unless previously D-SAACP certified, the newly appointed SAPR Professional will be required to submit the DD Form 2950, must be submitted by the next D-SAACP review board.
Condition 4: Required to obtain and maintain D-SAACP certification and maintain certification through meeting annual continuing education training requirements.
Condition 5: HRO must complete a Screening/Rescreening Criteria Worksheet (NGB J1 ENCL A, V2.0, 09May2022) for enrollment into the NG SAPR Joint Initial Course.

Other Requirements:
