Summary
This position is designated as a secondary law enforcement position for the purposes of retirement coverage under the law enforcement officer (LEO) retirement provisions. For individuals currently covered by the LEO retirement provisions, this position meets the provisions for continuation of LEO retirement coverage. Non-LEOs are eligible to apply for this position.
The incumbent of this position is subject to random drug screening and updated background investigations every five years.

Clarification from the agency
This position is not a fully remote position but is eligible for telework per AO policy. The selectee of this position will be assigned an official duty station at a federal judiciary location (AO or U.S. Courts). Accordingly, pay will be set based on the locality area/official duty station assigned.

Duties
The Administrative Office of the U.S. Courts seeks a skilled and self-motivated Probation Administrator to join its team to lead the Cybercrime Management Program. The Probation Administrator (Cybercrime) position is located within the Department of Program Services, Probation and Pretrial Services Office (PPSO), Program Services Branch (PSB) of the Program Oversight and Support Division.
This Probation Administrator (Cybercrime) is primarily responsible for national oversight and support of the Cybercrime Management Program.Cybercrime management is defined as the broad spectrum of procedures and processes that U.S. probation and pretrial services officers follow to recommend and execute conditions of release for individuals who used, or were alleged to have used, technology to facilitate illegal conduct. As a member of the PPSO team, the Probation Administrator also provides national guidance, support, and program services, to the federal probation and pretrial services system.
This position reports to the PSB Chief.
Specialized duties include, but are not limited to:
- Overseeing, assessing, and developing cost-effective policies and procedures that reduce supervision risk for the cybercrime management program and special populations subject to computer search, management, and monitoring.
- Leading and overseeing the development and implementation of a regional cyber lab model, including assigning districts to a regional lab, coordinating nationwide forensic search activities.
- Developing and overseeing the implementation of national policies and outcome measures, including coordinating with staff in other areas to ensure consistency and consideration of evidence-informed practices.
- Conducting research, tracking and evaluating program data, and monitoring trends to identify program successes and opportunities for improvement, and to inform strategic planning and vision casting.
- Serving as an authority on cybercrime management, computer monitoring, and probation and pretrial services policies and procedures, including participating in policymaking working groups, facilitating focus groups, and serving as a point of contact for probation and pretrial services personnel.
- Coordinating and delivering cybercrime management training, support, and outreach aimed at enhancing national and district-specific implementation of national policies, procedures, and best practices.
- Overseeing temporary duty staff and communicating their performance and activities to division and branch chiefs.
- Serving as a Contracting Officer Representative for the national computer monitoring contract and other contracts.
Generalized duties include, but are not limited to:
- Providing staff support for the Judicial Conference Committee on Criminal Law to aid in implementing legislative provisions affecting the federal probation and pretrial services system.
- Reviewing the work of probation and pretrial services offices, including performing national oversight activities and evaluating high-profile cases.
- Managing and resolving operational problems, responding to inquiries, and providing technical and administrative guidance.
- Working collaboratively with internal and external stakeholders to identify problems, analyze information to determine accuracy and relevance, and draw appropriate conclusions.
- Implementing business process improvements to improve operational efficiency, organizational workflows, and communication.
- Participating in training to further professional knowledge, skills, and competencies.
- Communicating effectively, both orally and in writing, including drafting memos and emails, and preparing and delivering presentations to provide regular updates on activities and initiatives.

Qualifications
Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.
Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience in each of the following:
- Serving as an authority or subject matter expert in the assessment and development of policies and procedures focused on individuals who use cyber technologies for illegal purposes.
- Coordinating or managing a cybercrime management program or a program related to law enforcement, including conducting research, tracking and evaluating program data, monitoring trends to identify program successes and opportunities for improvement, and leading strategic planning and vision casting.
- Serving as an authority or subject matter expert on cybercrime management within a community corrections agency or serving as an authority or subject matter expert in criminal investigations of cybercrimes which required the use of digital forensic tools and methods.
Education
The basic qualifications can be met in one of three ways:
- A bachelor's degree in behavioral or social science or a related discipline.
- A combination of education and experience that demonstrates knowledge, competencies, and skills in behavioral or social science or a related discipline equivalent to a bachelor's degree in the field.
- Four years of experience that demonstrates knowledge, competencies, and skills in behavioral or social science or a related discipline equivalent to a bachelor's degree in the field.
