Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, 1102 Contracting Positions.
BASIC REQUIREMENT:
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-13 or equivalent in other pay systems. Specialized experience is a comprehensive knowledge of Small Business policies, principles, concepts, guidance, procedures, techniques, regulations, statues, laws, contract types, private business practices, and market conditions concerning acquisition and contracting processes and initiatives.. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

EDUCATION: Bachelor's degree-in any academic discipline from accredited universityNOTE: You must submit a copy of your transcripts.
Exceptions for current DoD employee or Armed Forces (not retired or separated): must meet the following requirements: 1) served as a contracting officer with authority to award or administer in excess of the simplified acquisition threshold on or before 30 September 2000; 2) served, on or before 30 September 2000, in a position as either an employee in the GS-1102 series or as a member of the Armed Forces in a similar occupation specialty; OR, (3) Is an enlisted member of the CCF. This exemption only applies to CCF members in their current or future CCF positions. NOTE: The baccalaureate degree exemption does not apply to current CCF members seeking new hire employment within DoD as an 1102, AND I have at least 52 weeks of specialized experience at the next lower grade level (GS-13) or equivalent pay band, described as a comprehensive knowledge of Small Business policies, principles, concepts, guidance, procedures, techniques, regulations, statues, laws, contract types, private business practices, and market conditions concerning acquisition and contracting processes and initiatives.
Ideal candidate: The ideal candidate will be a Small Business expert with top-notch analyst and communication skills who ensures organizational objectives and contract execution align with AF/DoD doctrine and fulfill program objectives and who provides authoritative recommendations to higher management on Small Business contracting matters.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Comprehensive knowledge of Small Business policies, principles, concepts, guidance, procedures, techniques, regulations, statues, laws, contract types, private business practices, and market conditions concerning acquisition and contracting processes and initiatives.
2. Knowledge of the mission, roles, functions, organizational structures, and operation of DoD, AF, AFMC, AFTC and organizations that govern, interface with, and/or influence the small business/contracting/acquisition processes.
3. Knowledge of safety and security regulations, personnel management, EEO regulations and respective practices and procedures.
4. Ability to plan, to organize, and direct the functions and mentor, motivate, and to appraise the staff of an organization through subordinate supervisors.
5. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
6. Working knowledge of various federal, DoD, and DAF procurement data systems of record and a range of analytic capabilities to utilize data products, tools, business intelligence, and/or artificial intelligence at the Center level in managing and conducting small business-related programs and goaling for recommended action and response.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
