Duties

The incumbent serves as the Procurement Executive with full technical responsibility for managing, administering, and executing the development, implementation, and operation of programs, policies, and procedures pertaining to the USMS acquisition and procurement program. The acquisition and procurement program includes support to the USMS Headquarter Division, 94 (ninety-four) District Offices and various sub-offices nationwide including Guam, Puerto Rico, Virgin Islands, Mexico, Jamaica, and the Dominican Republic.

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Executive Core Qualifications and Technical Qualifications listed below. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the federal service or its equivalent in the private sector. As such, your resume should demonstrate that you have the knowledge, skills, and abilities to successfully fulfill responsibilities inherent in most SES positions such as:

Directing the work of an organizational unit; Ensuring the success of one or more specific major programs or projects; Monitoring progress toward strategic organizational goals, evaluating organizational performance and taking action to improve performance; and Supervising the work of employees; and exercising important policy-making, policy determining, or other executive functions. Failure to meet the basic qualification requirement and address all Executive Core Qualification and Technical Qualification factors will result in your application being disqualified.

EXECUTIVE CORE QUALIFICATIONS (ECQs): The ECQs were designed to assess executive experience and potential not technical expertise. They measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions.

NOTE: Current career SES members, former career SES members with reinstatement eligibility, and SES Candidate Development Program graduates who have been certified by OPM furnish proof of prior SES appointment or completion of CDP program with their application.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs) - Please include information on the scope and complexity of your experience in the following Technical Qualifications.

Each MTQ is limited to two pages. The applicant must address the MTQs as separate narrative statement not to exceed 2 pages per MTQ. Applications without separate narrative statement will not be considered.

MTQ1 - Experience in developing and refining a wide variety of acquisition strategies for a complex procurement portfolio in collaboration with the highest levels of acquisition leadership across a large, functionally, and geographically dispersed enterprise to include leading and managing high-dollar acquisitions; establishing, evaluating, and measuring performance; and implementing program controls and compliance activities in support of an acquisition program in accordance with applicable laws, statues, Executive Orders (EO), Office of Management Budget (OMB) Circulars, Office of Federal Procurement Policy (OFPP) memorandums, and the Federal Acquisition Regulation (FAR).

MTQ2 - Experience developing, leading and supervising a high performing, diverse and professional acquisition team; providing direction and guidance in pre and post contract management functions while incorporating innovative acquisition practices in support of effective and successful procurement operations including contract award and administration activities; effectively and efficiently managing financial responsibilities while concentrating on decreasing wasteful spending. This includes use of innovative acquisition practices (e.g. Procurement Innovation Lab (PIL) techniques), successfully managing assigned division budget, as well as developing, implementing, and enforcing agency-wide acquisition-related policies to ensure the organization is compliant and audit ready against the various governing rules and regulations that apply to the acquisition function.

EDUCATION QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you meet the Basic Education Requirements

A. Completed all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. C. On January 1, 2000, held a position in the Federal Service in the GS-1102 Contract Specialist series and position was held at the grade 13 or higher.
