Duties
The Procurement Services Executive serves as the primary executive dealing with the acquisition, planning, development, modification, and evolution of procurement capabilities within DISA's acquisition framework. As the senior leader for joint contracting and procurement warfighting support systems within PSD, the incumbent will receive broad guidance from the Deputy Director for establishing strategic goals, priorities, and measures of effectiveness to ensure that procurement activities and modernization objectives are achieved and programs/projects are delivered on time and within budget. Additionally, the incumbent will work closely with Combatant Commands, mission partners, and stakeholders internal and external to DISA to provide executive acquisition lifecycle management of enterprise capabilities in support of joint operations and contracting requirements.
Serves as Head of the Contracting Activity (HCA) and Executive Leader: Provides executive oversight for DISA contracting operations, serving as Source Selection Authority for competitive procurements over $100M, and leading the Defense Information Technology Contracting Organization (DITCO) consisting of over 500 contracting/technical professionals and specialists worldwide to deliver efficient, compliant procurement services across IT, telecommunications, and cyber domains.
Leads Strategic Workforce Development and Organizational Excellence: Implements comprehensive talent management strategies to hire, develop, retain, and empower contracting professionals through recruitment initiatives, Cyber Procurement Certification programs, knowledge-sharing across DITCOs, virtual education platforms, and formal/informal recognition programs to build organizational capability and foster a culture of excellence.
Directs Process Innovation and Modernization: Deploys and manages modern, automated contracting processes including the DISA Acquisition Package Preparation System (DAPPS), Other Transaction Authority (OTA), category management implementation, automation processes, and innovative procurement approaches that enable secure contracting across multiple classification levels while facilitating rapid requirement fulfillment and operational efficiency.
Manages Strategic Stakeholder Relationships and Partnerships: Develops and maintains strong partnerships with senior leaders across DOW Chief Information Office, DOW Components, Combatant Commands, Military Services, War Agencies, mission partners, and industry vendors, coordinating complex acquisition relationships to deliver trusted procurement services and ensure alignment with operational requirements across all geographic areas of responsibility.

- The incumbent may be required to obtain and maintain Classified Courier orders.
- This position requires the incumbent to have regular and recurring access to Top Secret information in the performance of official duties where the loss or compromise of such information would cause serious damage to National Security.
- This position is a Testing Designated Position, which requires the incumbent to submit to random testing of urine and illegal drugs or substances.
- Compliance with the provisions of the Ethics in Government Act, Public Law 95- 521, which requires the submission of Financial Disclosure Statement, SF 278, upon assuming the position, annually, and upon termination of employment is required.

Qualifications

1102 Series Basic Requirements:
A. Bachelor's degree from an accredited education institution authorized to grant baccalaureate degrees.
or
B. At least 24 semester credit hours in any combination of the following business fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

TECHNICAL QUALIFICATIONS: Your resume should demonstrate accomplishments that would satisfy the technical qualifications:
- TQ 1: Procurement Leadership: Demonstrated executive experience leading high-value (>$100M) acquisitions in IT, telecommunications, and/or cybersecurity to execute compliant, mission-critical procurement requirements across multiple geographic regions.
- TQ 2: Strategic Innovation and Innovation: Demonstrated executive experience modernizing procurement in IT, telecommunications, and/or cybersecurity environments to improve efficiency, accelerate delivery, maintain compliance, and fulfill critical operational requirements.
EXECUTIVE CORE QUALIFICATIONS (ECQs): All new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs:

This includes, when necessary, the ability to lead people through change and to hold individuals accountable.
- ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.
DoD Joint Enterprise-wide Experience: Possess a broad point of view and an awareness and understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities. Executives should demonstrate ability to work with internal and external partners to support national security objectives. This perspective is typically gained through a variety of diverse work experiences.

Upon entry into this position the incumbent must complete and sign DD Form 2889, Critical Acquisition Position Service Agreement Key Leadership Position (KLP). The DD Form 2889 is a written agreement to remain in federal service in the position for at least three years. In signing such agreement, the incumbent does not forfeit any employment rights, nor does such an agreement alter any other terms or conditions of employment. Any deviation from KLP requirements can only be waived by the Component Acquisition Executive. The incumbent must also achieve 80 hours of Continuous Learning Points (CLPs) every two years in accordance with the 4th Estate Director for Acquisition Career Management (DACM) Common Continuous Learning Cycle (unless prorated) from the time they are appointed to an Acquisition Workforce position, both while working toward and after obtaining the required certification. Professional Certification in the contracting career field is required before appointment to this position.
- All newly appointed career SES leaders must sign the Reassignment Rights Obligations Agreement as a condition of appointment into the SES.
